I Job Summary

The role of Cash-Based Interventions/Voucher Technical Advisor provides technical advice and leads the planning, implementing, coordinating, monitoring and evaluation of market and cash-based interventions in CARE’s JEOP operational areas. The incumbent ensures that market, cash and vouchers are routinely considered as a response option in the respective operation, are complementary to other types of assistance and are planned, implemented and monitored in line with best practice and organizational guidelines.

The incumbent plays an important role in promoting capacity-building of CARE Ethiopia personnel and partners, and in advocacy and communication on market, cash and voucher-related issues. S/he will provide technical advice for the proper implementation of cash-based and voucher responses including various steps of the project cycle such as identification, registration, implementation, and monitoring and evaluation.

II. Responsibilities and Key Result Areas

Job Responsibility 1 Provide Technical Advice/ Program planning and implementation (35%)

  • Provide technical support and guidance on all aspects related to market and cash based interventions, including but not limited to; assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modality selection and coordination.
  • Assist in negotiating implementing partner and other private sector service providers’ agreements.
  • Provide technical direction in defining and promoting an integrated vision of providing humanitarian assistance which incorporates in-kind and cash and/or voucher modalities to meet CARE Ethiopia JEOP program objectives.
  • Lead in market based response assessments and analysis
  • Actively participate in the capacity needs assessment and development of strategies related to cash transfer programming
  • Organize and facilitate the implementation of staff and partner capacity building initiatives related to cash transfer and voucher programming
  • Directly contribute to and support the strengthening of food and livelihood recovery of the identified beneficiaries in the JEOP project areas,
  • Participate and represent the project in various cash transfer technical forums at various levels;
  • Work with Learning, Monitoring and Evaluation, PQL and other relevant units to ensure quality CTP programming and Monitoring and Evaluations systems are in place;

Job Responsibility 2 Capacity Building and Technical Support (20%)

  • Actively participate in the capacity needs assessment and development of strategies giving direction and advice oncash based and voucher responses
  • Facilitate capacity building and training of programme, ICT, finance/admin, logistics/supply/procurement personnel and partners on various aspects of cash-based interventions)/voucher programming
  • Where needed, identify resource persons from within CARE or partners or outside to support training and technical assistance;
  • Review and provide technical input on program proposal development and donor report preparation

Job Responsibility 3 Partnership and Networking(20%)

  • Advocate with government actors on all issues relating to CBIs and vouchers and contribute to CARE’s resource mobilization efforts.
  • Work to progressively improve CARE’s engagement in market and cash based interventions.
  • Establish a working relationship between CARE and the private sector or financial service providers related to cash transfers)
  • Actively engage in research and liaison with research and academic institutions for generating learning and sharing experiences on cash and voucher transfer
  • Establish and maintain productive relationships with all levels of government offices, stakeholders and partners;
  • Work with others similar programs internally to scale up good practices and draw lessons from others;
  • Closely work with the JEOP consortium lead and members

Job Responsibility 4 Learning, Documentation and Sharing(10%)

  • Identify/extract good practices and learning related to cash based interventions for further program quality improvement;
  • Record and document lessons from program process and achievements and utilize them for program review
  • Share good practices and learning with CARE, stakeholders and partners;
  • Organize forums and experience sharing visits to extract/share success stories and challenges;
  • Identify partners with good and relevant practices for potential experience sharing;
  • Prepare and maintain up to date information on the progress and status cash based interventions in each operational area;
  • Prepare reports as deemed necessary.

Job Responsibility 5 Coordination, Leadership and Representation (10%)

  • Participate and represent CARE in Cash Working Groups and cash related coordination forums.
  • Coordinate the provision of coherent support to country operations to assess, design, implement, monitor and evaluate CBIs
  • Contribute to transparent and participatory management and decision making;
  • Coach the field level staff to build their technical and function capacity in Cash based approaches
  • Actively participate and support programmatic coordination and synergy;
  • Contribute to healthy work environment;
  • Promote transparent and accountable system;
  • Participate in project management meetings and be a team player and team builder;
  • Exhibit model behaviors consistent with principles, values, vision and mission of the organization;
  • Identify best practice and promote learning and lessons for scale up

Job Responsibility 6: Perform other duties as assigned (5%).

III Problem Solving (Thinking Environment):

  • All the three levels of problem solving apply to the incumbent. But category number two and three is most applicable to this position because, the incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.

IIV. Qualifications

A Education/Training

Required:

  • University degree (and/or Masters equivalent) in Economics, Marketing, Development Studies, Social Sciences or a related field of study.

Experience:

  • 5 years of relevant work experience with first Degree and 4 years of relevant work experience plus post graduate degree in cash transfer / voucher or related programming with a humanitarian organizations

B Technical Skills

Required:

  • Understanding of cash transfer / vouchers in emergency response
  • Demonstrated technical skills in developing, planning and managing cash assistance / vouchers
  • Expertise in feasibility studies, assessments related to needs and response analysis; cash transfer risk analysis, cash transfer programming, voucher programming and monitoring systems.
  • Solid skills in analysis, using and presenting quantitative and qualitative data sets, and report writing.
  • Familiarity with community-based and participatory approaches.
  • Demonstrate training skills
  • Previous experience working in emergencies in livelihoods and income generating activities with international NGOs and UN agencies;
  • Strategic and operational planning experience
  • Experience in undertaking capacity building initiatives and operational research
  • Project design, monitoring and evaluation
  • maturity, initiative, tact and a high sense of responsibility,
  • Solid understanding of livelihood and income generation frameworks and tools; and
  • Good analytical, communication and organizational skill.
  • Proficiency in computer (Word, Excel & Access)
  • Excellent written and spoken English.

VI. Working Conditions and Level of Travel Required.

  • This position is based in Addis Ababa, CARE Ethiopia office and requires 30 – 40% of his/her time for travel to project operational areas within the country.
