The Cash Consortium of Sudan (CCS) is a collaborative platform to advance a progressive vision of the potential of cash assistance to transform humanitarian response and recovery in partnership with vulnerable conflict-affected populations. CCS’ initial funding portfolio for 2024 is $50M USD with funds from BHA, ECHO, and FCDO; the partnership sees significant opportunity to grow in 2025, both through increasing funds from its original donor base as well as attracting additional donors. CCS is led by Mercy Corps, building on its global experience and learning on leading cash consortia in multiple country contexts, as well as general expertise in cash coordination and breadth of technical resources. The CCS includes 8 international and 12 national partner organizations, each of which bring strong cash and complementary technical competencies, as well as expansive operational coverage in Sudan. The CCS will work closely with other consortia and actors in Sudan to deliver an effective CVA response for communities affected by the crisis.
The core pillars of the CCS response include: 1) basic needs through cash assistance both at the community level through Group Cash Transfers (GCTs) delivered to Community-Based Organizations (CBOs), as well as at the household-level through Multi-Purpose Cash Assistance (MPCA); 2) strengthening market systems to ensure resilience of key market actors and supply chains as well as strengthening the availability and affordability of key commodities; 3) strengthening capacity of local partner organizations with an emphasis on accompaniment and mentorship; and 4) generation of learning and evidence to inform broader response efforts.
Purpose / Project Description:
The CCS requires support from a consultant to work with the CCS Secretariat as well as stakeholders across partner organizations to expedite its development of quality harmonized programmatic design and approach documentation—including in support of local partner integration, its local responder support strategy, as well as its market systems strengthening strategy.
Consultant Objectives:
- Work with TWG and CCS secretariat to complete package of harmonized programmatic design and approach documentation and make strategic decisions.
Consultant Activities:
The Consultant will:
- Provide technical support to Partnerships Manager working on Local Partner Integration and capacity development
- Complete local partner Due Diligence and Cash Capacity assessments using common CCD format to enable interoperable partnership across all CCS members
- Support and oversee the completion and roll out of the local partner integration strategy
- Support the Partnerships Manager – Group Cash Transfers in developing a local responder support strategy, inclusive of a scale up approach for GCTs as well as consideration of higher values of assistance and capacity strengthening
- Support the Partnerships Manager – Group Cash Transfers to ensure quality scale-up and delivery of Group Cash Transfers, providing technical and management support to CCS partners in assisting local responders as needed
- Finalize and continue to iterate Group Cash Transfer approaches including common SOPs and annexes
- Support Partnerships Manager – Group Cash Transfers as needed with ensuring strong Group Cash Transfer coordination across the Sudan response and globally, including through the CWG
- Support incumbent Protection Manager in developing and roll out of referrals systems and IPA common SOPs
- In coordination with Partners and the Deputy Director, develop the CCS Market Strengthening operational strategy and guidelines
- Review partner documents and harmonize resources and tools associated with Market Strengthening support, such as JD for private sector liaisons, common business grant and Business Development Services SOPs and M&E tools, etc
- Develop Common ICR Policy for NNGOs in the consortium
Consultant Deliverables:

- Local responder support strategy, guidelines and tools
- CCD Due Diligence assessments completed for all local partner organizations
- Common ICR Policy for local partner organizations

Required Experience & Skills:
- 3-5 years of experience leading emergency response programs, including cash-based responses
