World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position: Cash Transfer Officer
Report to: Food and Cash Assistance Manager
Location: Kyaka II & Bidibidi

Purpose of the position:
The Cash Based Transfer Officer has a role of implementing the WFP Cash based transfer programme interventions, S/he will be responsible for initiating action in the areas of cash based transfer, build capacity and provide orientation to cash transfer staff in the program. S/he will also be responsible for planning, implementation, coordination, monitoring, reporting of the 2-year general food/cash aid project funded with funding from the World Food Program. The project will be implemented in south Western refugee hosting districts. The project will aim at achieving increased access to adequate and nutritious food to the crisis-affected people at the time of need.
Key Outputs/Responsibilities.
Program implementation
- Lead and oversee the implementation of cash component of the cash/Food Assistance Programme, helps in making work plans, project identification, proposals and budget design for Cash based programme and run day to day implementation of cash programme.
- Coordinate and work with WFP in the region for effective, monitoring, coordination with bank to ensure all emerging operational issues are handled.
- Corrdinate with WFP cash focal person to ensure all emrging challenges regarding CBT are handled including , facilitate feedback and
Coordination and consultation
- Develop and disseminate Information and Education Communication materials on Cash Based Transfer.
- Represent the project at the monthly & quarterly Cash based transfer working groups in the settlement and any other meeting as required to share progress, challenges and appropriate follow up plans.
- Supervises and consult the distribution team in the field.
- Coordinates with the technical staff coming from across Sectors for planning and implementations of the deliverables for CBT
- Represent WV in all Cash related meeting, coordination meetings sector working groups
Documentation and reporting
- Consolidate, Compile and submit quality reports to Food Assistance Officer as directed. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program;
- Prepare and submit reports for CTS and Management and ensure proper accounting for all Cash transfers
- Submits relevant documents to FAIRO for cash payments to beneficiaries.
- Facilitate reconciliation between the bank, agents and the organization to ensure accurate and timely reporting
Capacity building and training
- Work with the Accountability officer to establish and implement feedback and complaints mechanisms on CBT across the programme areas. This will include documenting all cases reported related to CBT and ensuring that they are handled and references made to the responsible partners.
- Provide trainings/orientation/technical inputs to Field monitor to enhance capacity in relation to CBP in the programme areas.
- Develop training materials to facilitate staff capacity building in CBT in accordance with WV/ donor standarads.
Qualifications: Education/Knowledge/Technical Skills and Experience.
- Computer literacy in MS Office.
- Excellent presentation and report writing skills.
- Ability to effectively develop rapport and relate to donors, NGOs, and government stakeholders, beneficiaries.
- Commitment to capacity building and people development.
- Knowledge of relief and community development programming essential
- Knowledge of humanitarian aid standards as well as accountability standards Networking and collaboration skills
- Good interpersonal skills with ability to communicate and negotiate, taking into account cultural and language difficulties.

- Bachelors degree in business administration, social works and social administration, development studies
- Minimum of 3 years in humanitarian industry
- Experience of implementing cash/food assistance project
- Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
- Strong leadership, organizational and analytical skills, and ability to work under pressure
- Excellent verbal and written skills in English.
- Excellent computer skills, particularly with Microsoft Excel, spreadsheets
