Department

Programs – Pact strives for a world where all people are heard, capable, and vibrant. Position Overview

In the role of Technical Manager Capacity Development, they will provide holistic leadership and management of Pact’s scope on the Civil Society Activity (CSA) in Tunisia, provide technical support to a portfolio of other projects, and contribute to thought leadership. S/he will lead partnership building and support country offices through in-person and remote mentoring, training, and learning around key project management and capacity development tools and platforms. S/he will advocate for and collaboratively engage with the CSA consortium to ensure quality delivery of Pact’s scope. S/he will provide supervision to country office staff and/or others from the country office. S/he will represent Pact at external events and articulate Pact’s unique integrated development approaches to donors and partners. Additionally, s/he will contribute to business development especially through the curation of learning from CSA and project thought leadership to enhance visibility. S/he will continue to advance learning within the team through co-leadership of the knowledge management workstream.

Key Responsibilities

Ensure quality programming (Quality Implementation)

  • Provide overall management of Pact’s implementation of the CSA project, including ensuring quality delivery of all components in coordination with other teams.
  • Lead the development and implementation of CSA project’s capacity strengthening in ways that are fully aligned with the project’s broader governance and civil society strategies.
  • Work closely with Pact’s Governance team to ensure integration of democracy, rights, and governance methodologies and best practices in Pact’s CSA activities. This may include supporting the project team to design and implement activities focused on advocacy and civic behavior change.
  • Promote Pact policy and standards in Capacity Development, develop and disseminate guidance as needed.
  • Support country programs and projects to deliver high-quality capacity development initiatives through technical assistance, training, mentoring, cross-fertilization, methodology development, documentation, and collaboration.
  • Lead the reviewing of contractual deliverables and ensure quality control.
  • Travel to country offices to provide project support, as needed.
  • Supervise country staff/team for timely and high-quality project delivery
  • Initiate and participate in the recruitment of staff as required.
  • Cooperate and collaborate with other Pact teams to ensure supported projects meet their objectives including budgetary.

Thought Leadership

  • Serve as DC-based lead for supporting Pact’s implementation and management of the Tunisia Civil Society Activity.
  • Contribute to implementation of Capacity Development within Pact’s Global Strategy and Capacity Development Sector Strategy.
  • Provide technical expertise and support the development of training curriculums.
  • Internally and externally, build relationships, create opportunities to support peers, and potential partners’ understanding of CD and how/why Pact is a global leader in CD.
  • Advance Capacity Development and Innovation Team’s knowledge Management
  • Contribute and support thought leadership initiatives, enhancement of approaches, and innovations on capacity development.
  • Contribute insights and provide support to Pact’s Global Community of Practice Collaboratively develop and maintain donor and partner relationships, with a priority on partnerships important to Pact’s integrated approach.
  • Represent Pact at conferences, agencies, internal and external meetings, and other fora, documenting where necessary.
  • Ensuring project intellectual capital is properly captured, archived, and disseminated.
Business Development

· Curate and infuse learnings from CSA implementation into new project design

· Collaborate with Pact’s Impact Areas in new business opportunities.

· Contribute and may serve as a technical lead, champion, writer, designer for concepts and selected bids/proposals.

· Monitor Capacity Development activities within projects and global annual indicators.

· Conduct client surveys and utilize learning to adapt Capacity Development services.

Basic Requirements

  • Master’s degree with five (5) years work experience or bachelor’s degree with at least seven (7+) years work experience
  • At least three (3+) years management experience

Preferred Qualifications

  • Communication skills in French and/or Arabic.
  • Familiarity with design software (e.g. Photoshop, InDesign).
  • Experience in developing e-learning curriculum, including using webinars, writing scripts, and using social media for learner exchanges.
  • Experience in political economy or GESI analysis.
  • Experience working in urban settings.
  • Experience overseeing and coordinating with international field offices preferred.
