This position is located in the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the “E” category and as a non-family duty station. The incumbent will report to the Chief Centralized Warehouses Unit or his/her designated official.
Responsibilities
The incumbent of the post is in charge of all warehousing operations within Juba UNMISS. Within delegated authority, the Centralized Warehousing Officer will be responsible for the following duties:
• Plans, administers, and manages the performance of the Logistic Base in Juba while incorporating Green Supply Chain Operations Reference (SCOR) model in all warehouse operations to reduce environmental impact, including:
a) Inbound operations: inbound delivery monitoring, receiving and inspection, batch management and transfer orders.
b) Inventory and storage management: storage location management, conduct inventory analysis for warehouse managed inventories and regularly advise technical units, accordingly, coordinate with the Inventory Management team to ensure timely fulfilment of requirements for movements of goods, visibility of inventory ownership, cycle counting and physical inventory, shelf live monitoring and inventory analysis.
c) Outbound operations: order fulfilment, picking, packing, task monitoring, order consolidation, loading, and management of Cargo Movement Request through MOVCON.
d) Manages and control the disposal of assets.
e) Develops and implements effective stock control systems, provides information regarding stock levels, usage rates, economic order quantity, re-order point and other stock-level advice to ensure technical units (TU’s) / Inventory Senior Users (ISU’s) maintain all stocks at levels necessary to meet customer requirements and demand.
f) Leverages Business Intelligence (BI) tools focused on demand and supply processes, generates data to improve overall mission supply chain operational responsiveness, agility, and reliability. Leads process re-engineering to streamline supply chain management functions and transition Centralized Warehousing into the center of excellence for a responsive supply chain management function.
g) Monitors space availability to allow for an optimal allocation of the goods while ensuring safety and security standards are upheld.
h) Acts as a focal point for Digital Asset tracking, liaisons with Supply Chain and cross pillar stakeholders from the project start to completion.
i) In coordination with Engineering unit, designs and configures warehouse premises.
• Carries out programmatic/administrative tasks for the unit under supervision, including the development and execution of subsidiary budgets and personnel needs for Receiving and Inspection (R&I), Property Disposal (PDU), Warehouse Operations, Administration, and Inventory teams.
• Prepares performance parameters and critical indicators, report on budget/programme performance, prepare inputs for Results-based budgeting, evaluates staff performance, interviews, and evaluates candidates. Oversees the resources and capacity management to ensure achieving the result-based budgeting expected accomplishments relevant to warehousing operations.
• Initiates actions leading to the implementation of the annual work plan, and monitors progress against this plan to ensure the organization attains its objectives as cost efficiently as possible; actively engages in management performance duties and ensures the provision of management, guidance development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibility.
• Contributes to the development of plans and strategies pertaining to warehouse inventories; provides input towards the development of supply chain management plans (demand, supply, replenishment and safety stock) budgets and schedules; collaborates and coordinates with technical units to forecast demand and gather inventory requirements for future planned projects / activities in support of service delivery objectives. • Translates policies and guidance into actionable plans, including developing required new and/or improved business processes and supporting standard operating procedures; spearheading organizational design, identifying skill gaps, initiating and advocating necessary staff development program to ensure realization of enhanced mission accountability and stewardship of United Nations Property in the mission area of operation.
• Ensures compliance with policies related to conduct and discipline and an enabling working environment for non-discrimination and gender parity across all functions.
• Prepares Service Level Agreements (SLA) with technical units (former SAUs) and develops internal processes and control mechanisms to ensure that customer needs and expectations are met, including exercising leadership in the development and implementation of inventory management, and warehousing best practices to achieve process efficiencies and effectiveness in resources utilization.
• Provides business domain knowledge and technology project delivery expertise in the effective review and analysis of the re-engineering of supply chain management processes.
• Provides guidance too- and supervise staff.
• Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in supply chain management, logistics, business administration/management, project management, engineering, or related area. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five (5) years of progressively responsible relevant experience in supply chain management, logistics support operations: logistics planning, warehouse management, inventory management, distribution, or related areas in a complex organizational environment, is required.
Experience in warehousing operations in the United Nations Common System or similar international organization or non-governmental organization is required.
Experience in the area of centralized warehousing is required.
Experience in Enterprise Resource Planning (ERP) systems is desirable.
Experience in Performance Management, data management, performance reporting using business intelligence tools for data analysis and visualization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
