Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Armenia was traditionally considered as a country of origin. However, available statistics demonstrate that the migration trends are changing, and Armenia is increasingly becoming a country of destination for migrants from Philippines, India, and the Islamic Republic of Iran. To address emerging migration management challenges, the Government of Armenia (GoA) requested IOM to help enhance the institutional capacity of the National Security Service (NSS), in particular the Border Guards Troops (BGT), through supporting the newly established institutional training facility and the analytical department within the BGT. In response, IOM implemented the “Strengthening Border Management Capacities in Armenia” project from September 2019 until August 2022. The project targeted to develop the institutional capacity of the National Security Service (NSS), the Border Guards Troops (BGT), through supporting the newly established institutional training facility and the analytical department within the BGT. In particular, the project aimed two main purposes: support the development of a national training system (e.g., development of a training cuccicula, Training of Trainers) and strengthening BGT data management system (e.g., enhancement of BGT to lect, process, analyze, and share relevant data).
Evaluation purpose and objective
The aim of the internal ex-post evaluation is to:
· Measure the project deliverables along with OECD DAC criteria. In particular, the evaluation will investigate therelevance of project design, thecoherence of project intervention with the government priorities and other relevant interventions in the country, theeffectiveness and performance of the project, theefficiency of project management and implementation, and theimpact andsustainability of the project. The evaluator will ensure that the findings are analyzed with particular focus on gender and other cross-cutting issues.
· Draw lessons learned, best practices, and success stories to inform the relevant stakeholders and IOM missions for future projects.
· The evaluation will be used by the project managers and stakeholders such as government and the donor to appreciate project achievements as well as lessons learnt that can inform similar future programming.
Evaluation scope
It is expected that the evaluation will cover the entire project cycle from September 2019 to August 2022 as well as all project components. The evaluation will be implemented within three months with the tentative start date of 15 December 2023. The evaluation should provide lessons learned for overall border management capacity building projects of IOM Armenia and other IOM missions as well as provide improvement ways for future cases.
Evaluation methodology
The mixed methodology (qualitative and quantitative) will be used for this evaluation with particular use of the following tools:
· Content analysis of the relevant documents, including the application of different standards within the scope of the project, assessment report on the national training system, training modules, needs assessment on the priority objectives, etc.;
· Semi-structured interviews with the government officials, IOM officials and other relevant stakeholders;
· In-depth interviews with the trainers of trainers (TOTs);
· Pre- and post-training questionnaire results analysis which were used to test participants’ knowledge, especially for the measurement of the gained skills and knowledge through the training modules.
All evaluation data should be disaggregated by gender, in combination with other eters identified as relevant.
Core Functions / Responsibilities:
The evaluator should provide the following deliverables:
· Inception reportshould be developed by the evaluator in English. The report should include an evaluation matrix, data lection tools according to the requirements of the TOR and based on the revisions of the evaluator. The inception report development should be agreed with the Evaluation Manager and finalized based on the comments and feedback;
· Draft evaluation report in Englishshould be submitted to the IOM Armenia leagues for comments and recommendations. IOM Armenia staff can share the report with the Vienna Regional Office (RO) for feedback as well. The evaluator should incorporate the feedback received by the IOM Armenia and Vienna RO leagues;
· Final evaluation report in Englishshould follow the same information described in the IOM Project Handbook template for evaluation reports: executive summary, list of acronyms, introduction, evaluation context and purpose,evaluation framework and methodology, findings, conclusions, and lessons learned. Annexes should include the TOR, inception report or evaluation matrix, list of documents reviewed, list of persons interviewed or consulted, data lection instruments, as well as any other relevant information;
· 2-page evaluation brief will be developed which should include the aim of the evaluation, methodology, the main findings, and lessons learned along with best practices and/or success stories
· Partially completed management response plan.
Required Qualifications and Experience
Education
The external evaluator should meet the following requirements:
· Master’s degree or PHD in a relevant field such as development studies, social sciences, psychology, statistics or similar is required. A degree in the Monitoring & Evaluation will be an asset;
· Minimum of three years of experience conducting evaluations is required, including skills in evaluation design, qualitative and quantitative data lection and analysis, logical framework design, drafting and editing in English, communication, time management and cultural sensitivity.
Experience
Minimum of three years of experience conducting evaluations is required, including skills in evaluation design, qualitative and quantitative data lection and analysis, logical framework design, drafting and editing in English, communication, time management and cultural sensitivity. Evaluation experience using OECD DAC methodology is required;
Languages
Fluency in English is required, knowledge of Armenian is preferable.
