Under the overall supervision of the Chief of Mission (COM) in Montenegro and the direct supervision of the National Head of Resources Management, in close coordination with Resources Management Associate, the Finance and Administrative Associate is responsible for supporting the appropriate implementation of relevant donor and IOM financial and administrative requirements in line with respective rules and regulations.
Responsibilities and Accountabilities
- Maintain files of all financial instructions/guidelines issued as reference for completion of work assignments;
- Extract and input data from various sources in financial or accounting systems;
- Carry out daily financial transactions (payment, receipts, non-cash) in the IOM accounting system; control and validate the daily financial transactions; maintain all the necessary supporting documents;
- Review all types of payments starting from purchases to payment requests verifying that they are duly authorized, that the goods have been received or services rendered and all the supporting documents are attached therewith; process relevant and timely payments to suppliers and staff members, taking into consideration final reporting requirements;
- After obtaining appropriate approvals, effect payments to suppliers and staff members;
- Assist in the preparation of cash disbursement/bank transfer orders;
- Check the bank statements and links with the supporting documentation; ensures proper and systematic filing of all documents according to established standards;
- Maintain an accurate filing system of the Mission’s financial documentation in order, ensuring the files are updated, complete, and safeguarded;
- Verify that IOM financial regulations are correctly applied to all financial transactions of the Mission and inform supervisors as may be needed;
- Assist in preparing funding requests and verifying that sufficient funds are available locally;
- Assist in the preparation of the budget, accounting, financial, statistical reports, and other reports as required; assist in the process of the monthly/yearly accounts closure;
- Report for unusual activities, transactions or unusual tendencies;
- In absence of other colleagues in RMU provide general support to the team;
- Perform other related duties as required.
EDUCATION
- High School diploma with four years of relevant experience; or,
- Bachelor’s degree in Accounting, Business Administration, Economy, Finances, or related fields with two years of relevant professional experience.
EXPERIENCE
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP/Oracle/Enterprise Resource Planning System is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Knowledge of financial rules and regulations.
LANGUAGES
- Fluency in English and Montenegrin is required (oral and written).

- All-inclusive fee for this post is 1,790 EUR per month.
- Any offer made to the candidate in relation to this Call for Applications is subject to funding confirmation.
- Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable, and security clearances.
