Context:

Established in 1951, IOM is a related organization of the United Nations, and as the leading UN agency in the field of migration, IOM works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.

Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance, and Resettlement and Voluntary Returns.

IOM’s DCR programme include in preparedness and prevention as well as in emergency response. For that IOM works alongside and contributes to strengthening the capacity of government partners and local and international counterpart including support to the national and local cluster system particularly the National Cluster on Displacement and Protection (Klasnas PP) including in supporting the Camp Coordination and Camp Management (CCCM) cluster where globally, IOM is one of the lead agencies.

Under direct Supervision of the Senior Project Associate and overall supervision of the Project Officer, the Hourly Consultant (Shelter) will support the IOM Indonesia team with the management of the transit facilities where Rohingya refugees disembarking in Aceh province are being temporarily sheltered.

Responsibilities and Accountabilities

  1. Under the supervision of the Senior Project Associate and following technical advise and guidance from IOM technical specialists,  participate in assessment,  site planning, and preparation of BoQ;  monitor the work of construction vendors and  verify site improvement (including shelters, sanitation and other and other supporting facilities) completed on the refugees temporary shelters or camps;
  2. Work in close coordination with IOM Senior Project Associate, Project Assistant, Transit Site Assistant, Admin Assistant and vendor to develop/improve temporary shelters/camps and its facilities;
  3. Coordinate closely with humanitarian partners and government actors, particularly UNHCR and local government specialized agencies;
  4. With the support of Project Assistant and Transit Site Assistant ensure host community is involved and supports the activities and that services and material are produce locally when possible;
  5. Assist in monitoring contractors and supervisors/inspectors’ performance and make recommendations as necessary;
  6. Maintain programmatic and financial records of activities conducted as required;
  7. Conduct regular monitoring visits and inspection to several districts where refugees temporary shelters/camps located;
  8. Perform any of duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • A University Degree in Civil Engineering and/or other related field with at least three year of experience in infrastructure planning and construction, or
  • High School diploma with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
  • Experience in humanitarian or development programmes targeting migrants;
  • Experience in working with relevant non-governmental institutions, civil society organization or UN;
  • Experience in infrastructure planning and construction.
SKILLS
  • Excellent interpersonal skills;
  • Proficiency in CAD or other drafting programme;
  • Respect for diversity;
  • Excellent organizational skills; ability to meet deadlines and work under pressure;
  • Ability to establish priorities and undertake assigned tasks with minimum supervision;
  • Great interpersonal skills to communicate with local stakeholders.

Languages 

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Bahasa Indonesia is required (oral and written).
