Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Automatic Processing Systems Section, International Data Centre Division (IDC).

Reporting Lines

Under the overall supervision of the Director, International Data Centre Division, to:

Duties and Responsibilities

  1. Plan, supervise and implement the activities of the Automatic Processing Systems Section which is responsible for data processing and systems applications. These include the IDC pipeline (distributed data-intensive applications), data and products distribution, the internal and external IDC databases, software acceptance testing and configuration management;
  2. Coordinate and oversee the implementation and management of all applications for system operations including databases, Unix systems and web infrastructure as well as the management of all changes and the appropriate configuration and operation of the IDC environments;
  3. Serve as the Chairperson of the IDC Configuration Control Board (CCB) and ensure that proposed enhancements and other changes are adequately documented, tested, reviewed, and tracked to protect the operational system from unexpected errors or disruptions, and ensure that changes and enhancements are consistent with the PTS mission and PMO guidance;
  4. As the Chairperson of the IDC CCB, supervise and implement time limits and ensure the maximum dispatch of proposals brought to the CCB for action consistent with a fair review of the issues before it.
  5. Formulate the programme of work and the related budget; keep the implementation of the programme under review to assess quality and effectiveness and recommend changes to effect improvements;
  6. Oversee the Section’s contractual arrangements and tendering services related to the operations services as well as the preparation of related performance reporting;
  7. Lead the development of integrated operations policies, process, metrics and related reports;
  8. Prepare documentation and reports related to the work of the Section;
  9. Advise the IDC Director on decisions related to verification technology architecture and contingency planning;
  10. Manage the human resources of the Section and provide guidance, supervision and mentoring to the staff of the Section to support high-performance and results;
  11. Perform other duties as assigned.

Education

  • Advanced university degree in computer science or engineering, or a related field with emphasis on data processing for use in seismology, infrasound, hydroacoustic, and nuclear and atmospheric physics.

Work Experience and Qualifications

  • At least ten (10) years relevant working experience in the field of data processing and systems applications, including performance at the managerial/supervisory level preferably part of which should have been in an international environment or one that embraces cultural diversity;
  • Ability to design and manage complex (including use of Oracle/Postresql, Elasticsearch/Kafka/RabbitMQ), result-based technical assistance programmes and projects, in the computer technology field is essential;
  • Knowledge of Identity and Access Management (IAM) and Public key infrastructure is essential;
  • Experience in maintaining of integration/continuous delivery pipelines (CI/CD);
  • ITIL service management certification is essential;
  • Experience in managing IT projects using a recognized Project Management methodology, such as Prince2, is highly desirable;
  • Strong analytical and project management skills are required;
  • Ability to identify issues, analyse and participate in the resolution of issues/problems in a deadline-driven environment;
  • Sound level of judgement, responsibility and initiative is required;
  • Demonstrated capability in managing teams in a multicultural environment.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
