Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Capacity Building and Training Section of the International Data Centre Division (IDC).

Reporting Lines

Under the supervision of the Director, International Data Centre Division, (IDC), to:

Duties and Responsibilities

  1. Lead the development, implementation and evaluation of the strategy, activities, services and products created by the International Data Centre Division (IDC) to build the capacity required for the States Signatories to use the International Monitoring System (IMS) data and IDC products; demonstrate the ability to adapt programmatic planning and resources to meet the emerging needs of States Signatories while integrating quantitative and qualitative methods of measuring success, applying lessons learned, seeking innovative approaches and making best use of emerging technologies.
  2. Plan, supervise and manage the work of the Section and ensure provision of high quality, relevant services and training to States Signatories.
  3. Review, monitor and measure the impact of IDC services, for the planning, designing and implementation of capacity building and training to ensure the needs of States Signatories are appropriately addressed.
  4. Define, coordinate, plan and implement the training and development of staff of the National Data Centres (NDCs).
  5. Coordinate with the other relevant divisions and sections to ensure:
    • Provision of high quality, relevant integrated capacity building to States Signatories;
    • Coordination, planning and implementation of the training of Station Operators of the IMS;
    • Comprehensive and efficient and cost-effective technical support and training to States Signatories;
    • Smooth implementation of the programme of work;
    • Capturing of lessons-learned and integration into future capacity building and training.
  6. Oversee and manage services and support for workshops, technical meetings and conferences as required.
  7. Liaise with and provide technical assistance to States Signatories by supporting the maintenance and enhancement of applications software provided to NDCs and Station Operators, providing capacity building systems to developing States Signatories as required; developing a life-cycle management system to facilitate forward planning and budgeting.
  8. Report to the Working Group B (WGB) under the leadership of the Task Leaders of the session on the execution and impact of the Station Operators and NDC training programmes.
  9. Manage the staff of the Section and provide guidance, supervision, performance management, and mentoring to them to support high-quality results.
  10. Provide expert advice to the IDC Director on all matters related to the strategic and operational planning, design, implementation, and lessons learned of capacity building and training and services to States Signatories.
  11. Perform other duties as assigned.

Education

  • Advanced university degree in science (physics, geophysics, acoustics or a related field), social sciences, international security or international relations, public administration, management, education or related field.

Work Experience and Qualifications

  • At least ten (10) years of relevant working experience in the field of geophysical science, nuclear physics or training and education, part of which in an international environment; at least five (5) years in a managerial position, with proven ability to manage financial resources and multi-cultural, multilingual teams in a dynamic and complex environment.
  • Proven track record of leading the design and delivery of innovative training programmes and demonstrated knowledge of latest trends, technologies and best practices in the area of training and development.
  • Strong ability to communicate effectively in a multicultural environment is essential.
  • Previous experience in working in a National Data Center (NDC) is an asset.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
