Org. Setting and Reporting

This position is located in the E-commerce and Digital Economy Branch in the Division on Technology and Logistics of the United Nations Conference on Trade and Development (UNCTAD). The future incumbent will report to the Head of the E-commerce and Digital Economy Branch.

Responsibilities

Within delegated authority, the Head of the Digital Economy Policy Research Section will be responsible for the following duties:

– Provides policy guidance to the Head of Branch, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures related to digitalization for development.
– Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors, and agencies as appropriate.

– Leads the formulation, organization, and management of economic analysis and the formulation of possible economic strategies, policies, and actions related to the development implications of e-commerce and the digital economy, including statistical work for the measurement of e-commerce and the digital economy.

– Overseas technical cooperation aimed at improving the capacity of countries to measure e-commerce and the digital economy for development.

– Manages, supervises, and carries out the work programme of the Section under his/her responsibility. Coordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.

– Provides substantive input in the preparation of position papers and reports for presentation to the UNCTAD intergovernmental machinery, notably the Intergovernmental Group of Experts on E-commerce and the Digital Economy and the Working Group on Measuring E-commerce and the Digital Economy, the Trade and Development Board, and others, as appropriate.

– Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.

– Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective, and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

– Prepares inputs for the work programme of the Branch and Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

– Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (e-Performance), interviews of candidates for job openings and evaluation of candidates.

– Recruits staff for Section taking due account geographical and gender balance and other institutional values.
– Manages, guides, develops, and trains staff under his/her supervision.

– Fosters teamwork and communication among staff in the Section and across organizational boundaries.
– Represents the Organization at inter-agency meetings, seminars, etc. on development issues related to e-commerce and the digital economy.

– Participates in international, regional, or national meetings and provides programmatic/substantive expertise on e-commerce and the digital economy issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
– Deputizes for the Head of Branch as required.

Competencies

Professionalism: Knowledge of e-commerce, the digital economy and data governance. Very good knowledge of related challenges in developing countries. Demonstrated ability to produce reports, including UN flagship reports, and papers on technical issues and to review and edit the work of others. Education

An advanced university degree (Master’s degree or equivalent degree) in business, economics, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or a related area is required.

At least five years of experience in research and analysis related to the area of e-commerce and the digital economy is desirable.

Experience leading research teams is desirable.

Experience programming and implementing activities for the dissemination of research is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
