Chief Engineer (Adv#103/2023)

Facilities Management takes care of the physical facilities of icddr,b and consists of different engineering units along with other service units.

Position Description:

The Chief Engineer will report to the Deputy Executive Director/Executive Director and will be responsible to plan, organise, direct and enhance the work of the different units of Facilities Management Services with the objective of providing efficient and effective services including infrastructure planning, maintenance and development. This is to support the organisation’s core research and clinical activities within the guidelines, values and Institutional Governance Framework and Gender Diversity Guidelines. S/he will be involved in –

Strategy Development, Planning and organizing

  • Contribute to the development of icddr,b’s strategic plans; Conceptualize service strategy aligned to goals; Coordinate civil, electrical and mechanical works; Supervise the work processes; Control quality of work processes; Check Tender Documents, Design layout plan, Monitor the Progress of Work; Prepare, maintain and control budget; Estimate project costs (if any), Guide team and develop implementation plans; Prepare and implement work plan as per the unit objectives, Correspond with different agencies for smooth operations of Engineering activities; Devise operating parameters and review mechanism; Review progress against plan and guide corrective action in order to establish effective Facilities Management Services to enable research and patient care.

Program Management

  • Prepare project plan for civil, electrical and mechanical-related special assignments; Monitor complex, multi-project programs directly; Synchronize cross-unit activities and oversee alignment with overall program objectives; Approve budgets, blueprints, operational procedures etc.; Review the progress of all projects on regular basis; Monitor resource consumption and seek opportunities for cross-utilization and optimization; Adhere to schedules and monitor quality standards of implementation of construction and renovation projects; Oversee handover of completed projects; Provide progress report to Executive Director regularly; Provide solutions for escalated issues and take necessary corrective action in order to effectively implement programs within defined timelines and quality standards.

Stakeholder Management

  • Identify appropriate internal and external stakeholders; Collaborate with stakeholders to understand requirements and manage expectations realistically; Build trust with internal customers / external stakeholders and facilitate open communication; Strategically partner with other support services to develop policies and guidelines aligned to organisational objectives and achieve long-term benefits; Provide advice in cross-functional and centre directorate meetings on infrastructure related issues; Drive synergies across services; . in order to build internal and external support for Facilities Management Services and deliver in line with customer expectations.

Contract Management

  • Direct and guide team to manage low-value and day-to-day contracts; Review all contracts for terms and conditions and provide approvals; Collaborate with vendors/consultants to manage strategic contracts; Review progress of consultants against timelines and deliverables; Communicate with consultants to identify causes of delay, if any and take corrective actions; Resolve escalated vendor grievances in order to maximize value from vendors;

Control and Review

  • Review monthly dashboards metrics (cost, safety and environment compliance, utilisation / budget forecast); Conduct fortnightly review meetings with Civil & Electrical Engineering Units; Evaluate performance against plans and discuss issues and challenges; Assess safety and environment compliance reports, due diligence reports, and statutory compliance; Seek justification on deviations and guide team to take corrective action; Conduct individual meetings with direct reports to track individual performance and review implementation of plans in order to ensure all types of compliances and control deviations from agreed guidelines and objectives of Infrastructure Services.

Maintenance and Process Improvement

  • Prepare preventive maintenance plan for the facilities of icddr,b including physical facilities, electrical substation and standby generators, elevators, fire suppression systems, building management systems (BMS), freezers and refrigerators, all types of air-conditioners, central HVAC System, mortuary, cold rooms, and Audiovisual Equipment’s; Forecast maintenance needs in terms of equipment, tools, supplies, etc: Analyze existing systems and processes vis-à-vis industry best practice and internal customer expectations; Conceptualize and design policies, processes and SLAs for each service area for improvement of services; Collaborate with other services and centres to deliver cross-departmental initiatives for organization-wide areas of improvements; Seek feedback from various centre / service heads and direct team to implement necessary changes in order to improve the efficiency and effectiveness of Infrastructure Services continuously;

People Management

  • Promote a spirit of collegiality and gender diversity amongst team members and in the organisation; Encourage team members to collaborate across areas; Address and resolve any diversity-related issues; Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed; Mentor young professionals and prepare them for higher responsibilities; Identify and reward high performers; Recommend promotions; Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations from icddr,b) in order to build and develop an engaged and high performing team.

Required qualifications and experience:

  • Degree-level qualifications in Engineering, preferably Electrical Engineering, from a recognized university. Professional certification in Project Management or Facilities Management will be preferred;
  • 15 years’ experience among which 10 years of senior management experience in Facilities Management, construction, contract, and project management.

Location: Dhaka.

Age Limit: 18-59 Years

Contract Type and duration:

  • Fixed Term contract; duration will be 2 Years with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

  • Annual Tk. 3,112,490/- inclusive of house rent, conveyance, and other admissible benefits;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
