Org. Setting and Reporting

The position is located in The Hague Branch in the Finance Section. The incumbent will work under the supervision of the Chief of Administration.

Responsibilities

• Manages a complete financial operation, encompassing a wide variety of funding sources, a large volume of transactions, and extensive dispersed activities.
• Responsible for the preparation of the IRMCT Financial Statements ensuring full implementation of all existing Financial Rules, Regulations and Policies. Responds to internal/external audit queries and addresses audit observations pertaining to Finance Section functions.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Analyses accounts, reviews/prepares regular financial reports. Proposes/implements solutions with respect to problem transactions and irregularities.
• Approves/Confirms that proposed commitments or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN.
• Produces major/complex financial reports for management.
• Provides substantive support to the development and implementation of UN initiatives impacting the financial management function. Takes the lead to improve accounting processes and approaches.
• Provide authoritative advice and guidance to senior Mechanism management with regard to financial policies and procedures
• Adapting existing rules and regulations to meet the unique work requirements of the Mechanism
• Exercising overall supervision of the work of the Finance Section staff, guides, trains and supervises general service and professional staff in the function. Participates in inter-departmental meetings and/or technical survey missions on matters related financial management and financial reporting issues.

Education

Advanced university degree in Accounting, Finance or Business administration is required.
A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Job – Specific Qualification

Professional certification/accreditation as a Certified Public Accountant (CPA), Chartered Accountant (ACCA/CIMA/CIPFA) or by a similar professional body is desirable.

Work Experience

A minimum of 7 years of progressively responsible experience in financial management and accounting, policy and financial systems is required.

Experience with SAP is required.

Experience with IPSAS is required.

At least 3 years of supervisory experience in the UN or similar international organization is desirable.

Experience with international criminal tribunals is desirable.

Languages

English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

The appointment is one year fixed term, subject to budgetary approval.

The appointment is limited to the International Residual Mechanism for Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post.
