This position is located in the Subregional Headquarters in Mexico of the Economic Commission for Latin America and the Caribbean (ECLAC), located in Mexico City. The Chief of the Subregional Headquarters reports to the Executive Secretary. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities
• Formulates and implements the substantive work programme of the Office under his/her supervision. Oversees the management of activities undertaken by the Office, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate. • Leads the integration of forward-looking strategies, such as scenario forecasting and gender-sensitive methodologies, into the Office’s work programme, ensuring high relevance and impact of outputs.Leads, supervises and carries out the work programme of the Office under his/her responsibility, by allocating and managing resources; establishing performance indicators; monitoring output delivery; ensuring coordination with ECLAC Headquarters; directly participating in substantive activities including research and reports on economic and social development issues; reviewing the research agenda with senior officials and defining the end results of such activities; providing advisory services; advising on the interpretation of established guidelines and policies on substantive issues • Ensures that gender perspectives are incorporated into all programmatic and administrative functions, fostering gender balance and inclusion in staffing and work processes, implements best practices for inclusive recruitment processes, ensuring diversity and gender balance within the Office and fostering an environment of equal opportunity. Ensures that the Office’s work programme includes gender disaggregated data diversity-focused research, which will inform policies and actions across socio-economic sectors. • Supervises all administrative matters concerning the Office daily operations by ensuring that all UN rules and regulations are properly observed; participating in recruitment processes to ensure adequate staffing of the Office; supervising performance of staff. This requires strong communication (spoken, written, workshops and presentational) skills including the ability to defend and explain difficult issues and positions to staff in the office and to senior officials at ECLAC headquarters. • Leverages proven experience in transformational governance and organizational change management to maintain efficient Office operations while promoting inclusive practices and team collaboration. • Drives transformative regional strategies, particularly those supporting inclusive economic growth, gender equality, and disaggregated data analysis, through strong partnerships with international organizations, public and private sectors, and civil society. • Co-ordinates the work carried out by different work units under the Office and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others; coordinates with ECLAC Headquarters, other Offices Away from Headquarters, other UN agencies and international organizations, to organize ad-hoc meetings, collaborate in development projects and integration issues, collaborate in regional studies on economic and social development. • Applies expertise in integrating regional integration strategies into the work of the Office, with a focus on fostering collaboration across countries in the region to address shared socio-economic challenges. • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Assists the Executive Secretary in preparing the work programme of the Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Brings advanced knowledge of strategic planning and scenario forecasting, ensuring the Office’s work programme is responsive to emerging socio-economic trends and anticipates long-term challenges. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Recruits staff, taking due account of geographical balance • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Office and across organizational boundaries. Utilizes experience in organizational change management to promote effective communication and collaboration, ensuring the smooth transition to more inclusive governance structures and work practices. • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Represents the Division at international, regional or national meetings.

Education
Advanced university degree (Master’s degree or equivalent) in economics, development, business or public administration is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
A doctoral degree in economics, development, business or public administration is desirable.
Work Experience
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required. Relevant experience in managing professional teams, executing complex development projects and designing public policies is required. A minimum of ten years of progressively responsible experience in providing support for the formulation and implementation of public policies in the economic and social spheres at subregional levels is required. Experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area [proven by a record of relevant publications] is required. Relevant experience in institutional relationships with national governments and international organizations in Central America, Mexico and Spanish Speaking Caribbean is required. Experience working in coordinating inter divisional and inter agencies work at international organizations is desirable. Experience working in issues of economic integration is desirable. Experience in large-scale project coordination and management at international organizations is desirable. Academic experience is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC. For the position advertised, fluency in English and Spanish is required. Fluency in French is desirable.
