We are currently seeking qualified Chief of Party candidates to be proposed on the anticipated USAID/Guatemala Combating Corruption in Guatemala Task Order issued under the Programming for Prevention and Peacebuilding (P4P2) IDIQ. The project’s anticipated primary focus is on improving the effectiveness and coordination of the justice system in Guatemala, a critical component in mitigating fragility. Anticipated project activities will: fortify oversight bodies and institutions responsible for combating corruption, fostering democratic governance, and upholding the rule of law; promote access to justice for traditionally marginalized populations and enhance citizen security and inclusive justice; drive substantive governance reforms that enhance legitimacy and minimize corruption; mitigate negative impacts of disinformation and propaganda by strengthening the capacity of institutions to monitor, counter, and lessen these influences; and issue subgrants to civil society organizations (CSOs) committed to reducing corruption and impunity. This project will take place for approximately 21 months, between September 2023 to June 2025, with an estimated budget ceiling between $20-25 million USD.

Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Job Summary:

The Chief of Party (COP) will be responsible for providing overall vision, leadership, and guidance of the project. S/he will be the project’s main point of contact for USAID and all other stakeholders. The COP will also be responsible for overall project management and technical operations to ensure that project tasks are completed, and project objectives are successfully met. The position is expected to be located in Guatemala City, Guatemala. The position will report to a Program Manager in the FHI 360 Headquarters.

Primary Responsibilities:

  • Lead FHI 360’s in-country project team and serve as the primary point of contact with USAID regarding day-to-day Task Order implementation and management matters;
  • Ensure that all assistance provided by the project is technically sound and appropriate for the needs to be addressed;
  • Manage and supervise the work of project personnel and consultants, and provide oversight for project personnel hired by subcontractors;
  • Serve as the primary point of contact for information on the progress and current status of all project activities;
  • Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met;
  • Manage the preparation and presentation of work plans, M&E plans, and all other contractual deliverables;
  • Facilitate ongoing project learning and adaptive management; and
  • Ensure that solid relationships are built and maintained between and among FHI 360 and subcontractors’ project staff, USAID, and key national and local level stakeholders and partners.

Position Requirements:

  • At least 12 years of relevant experience with project design, implementation, and management, including in complex international programs (i.e., implementation, logistics, budgeting, reporting, and staffing), and preferably those funded by USAID, those conducted in Guatemala or other similar contexts;
  • Master’s degree from an accredited university in a relevant field required;
  • Five or more years of supervisory experience;
  • Demonstrated success across the whole range of project management responsibilities including: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight;
  • Experience designing and implementing programs focus on: institutional strengthening for judicial and other agencies responsible for combating corruption; strengthening governance and rule of law, including by driving reforms; promoting inclusive justice and access to justice for traditionally marginalized populations; enhancing citizen security; and/or strengthening civil society efforts to reduce corruption and impunity.
  • Demonstrated success in relationship management with clients; oversight of program monitoring and evaluation; and documentation of results for donor-funded programs;
  • Fluency in speaking, reading and writing in English and Spanish required;
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively in team situations, as well as mentor national staff;
  • Past representational experience with host governments, multi-lateral institutions, other donors, and civil society;
  • Demonstrated strategic planning, staff development and capacity building experience; and
  • Strong analytical capacity.

Availability of position is contingent upon award to FHI 360. Selection of final applicant is subject to USAID approval.
