INTRODUCTION: The Climate Resilient Water Governance Activity in Pakistan is an anticipated $10-25M USAID-funded four-year project that aims to promote more resilient water governance and management systems in Pakistan to combat extreme weather events (floods and drought), exacerbated by climate change. Specifically, the activity plans to focus on improving community-led, cost-effective, and sustainable water systems in areas faced with flash floods/hill torrents across the country. This will be achieved by active participation of local communities and private sector for improvement/development of financially sustainable and/or market-oriented water management systems at a local scale.

POSITION SUMMARY:

Winrock International (WI) is currently recruiting for the position of Chief of Party (COP) for an anticipated USAID-funded Climate Resilient Water Governance Activity in Pakistan. The COP will be the in-country manager and will have primary responsibility for providing overall project leadership, management, and technical direction to achieve the Activity’s goal under the general guidance of Winrock’s policies and standard operating procedures (SOPs). The Chief of Party will be based in Islamabad, Pakistan and report to Winrock’s Water Unit Director. The position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

The Chief of Party is responsible for the overall implementation of the activity. Their responsibilities include, but are not limited to, the following: Work with the Activity’s Technical Director to develop and implement project’s strategy to improve water governance at the national provincial and local levels and improve water security in basins/watersheds in Pakistan to be more resilient to climate change. This may include developing plans to improve water systems and water resources management; strengthening adaption practices of vulnerable communities; capacity strengthening government institutions and stakeholders; and providing leadership in coordination with the private sector. Maintain productive relationships with key government, private sector, and civil society entities, including transboundary organizations on watershed management and governance to increase capacity, dialogue, and resources mobilization. Manage a team and directly responsible for overseeing all project activities include technical scope and implementation; monitoring, evaluation, and learning (MEL); financial and budget management; partnerships; procurement; human resources; and operations. Ensure program activities and process are aligned with the approved work plan, adhere to the approved MEL plan, and are carried out in compliance with Winrock’s policy manual and ethical business practices with appropriate internal controls to ensure regulatory compliance. Apply adaptive management and learning approaches to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results. Ensure sound financial management of the project, overseeing in-country expenditures and working with the Winrock Home Office team on budget control and financial planning. Ensure gender, equity, and social inclusion are mainstreamed in management of the activity and implementation of climate resilience, water security, water governance, and capacity building interventions. Represent the activity in meetings with USAID, development partners, regional and local institutional counterparts, host country government representatives, and local stakeholders. Manage relationships with complementary USAID and donor-funded projects. Travel as required to project site and stakeholder facilities.

EDUCATION:

Bachelor’s degree required, advanced degree preferred, in water resources, natural resource management, environmental science, international development, or a related field.

QUALIFICATIONS:

Minimum of fifteen (15) years of progressively responsible experience managing USAID and/or other donor programs in Pakistan. Must have experience as a project director/COP on climate adaptation and/or water resource management related programs in Pakistan. Minimum of ten (10) years’ experience engaging host-county governments and counterparts, non-governmental organizations (NGOs), donor agencies, and other stakeholders in Pakistan. Experience related to performing fieldwork in rural areas. Ability to always demonstrate the highest level of ethical standards. Working knowledge of basic computer programs, including MS Office Suite. Fluency in English (verbal and written) required. Ability to travel up to 50% to field sites, as necessary across Pakistan.
