POSITION TITLE: Chief of Party, Mali Cross Sectoral Youth
LOCATION: Bamako, Mali UNIT: Human Rights, Education, and Empowerment REPORTS TO: Director, Child Labor, Education, and Youth
POSITION SUMMARY: Winrock International is seeking a Chief of Party for the anticipated, USAID-funded Mali Cross Sectoral Youth activity. The purpose of this activity is to enable vulnerable and marginalized 15–29-year-old Mailan youth to become educated, healthy, and productive citizens while building their resilience to recurrent crises. This position is contingent upon receipt of donor funding.
POSITION RESPONSIBILITIES:
Provide overall leadership, management, and technical direction while ensuring alignment with the project’s vision. Lead strategic planning of the project, such as annual work planning; oversee implementation of workplan activities and delivery of annual targets. Prepare and submit quarterly and annual reports to USAID on the progress of activities and the achievement of project results. Serve as the primary liaison with USAID on strategic, managerial, and technical matters.
Represent Winrock to USAID, the Government of Mali, Malian counterparts, local partners, and project stakeholders. Serve as liaison between USAID, government counterparts, project stakeholders, implementing partners, private sector entities, and Winrock’s Human Rights, Education, and Empowerment program unit on all project-related matters.
Monitor and, where necessary, modify programmatic assistance to achieve results; ensure that relevant and complementary activities are implemented effectively; identify issues and risk associated with implementation in a timely manner and guide appropriate adjustments. Administer the project’s financial oversight and procedures, ensuring compliance with local labor laws, USAID regulations, and Winrock’s policies and procedures. Facilitate close collaboration and teamwork, including mentorship and development of local technical and administrative staff.
Participate in regular field visits to project areas to assure project progress towards activity objectives and goals. Coordinate and communicate on a regular basis with Winrock’s Home Office Other duties as assigned.
POSITION QUALIFICATIONS:
Education: MA/S or equivalent experience in international development, education, social or political science or other fields relevant to youth development programming.
Applicants with other academic track records who bring a strong track record of work in youth development programming may also be considered.
Work Experience:
Minimum of ten years of technical experience in some or all of the following technical areas: social work, positive youth development, youth entrepreneurship, nonformal education, TVET, workforce development, and capacity development experience with at least 5 years in senior management positions or similar size/scope of program ($20+million) Prior experience with USAID operating procedures, regulations, and reporting requirements.
Experience leading complex international development programs in fragile contexts is required; experience serving as a USAID Chief of Party or other management experience for efforts of similar scope, size, and complexity is preferred. Experience managing multi-sector programs and teams which integrate gender and inclusion principles and best practices and are focused on shifting norms to advance gender equality.
Demonstrated experience and knowledge of capacity development, professional development, systems strengthening, monitoring and evaluation, and collaborating, learning, and adapting.
Demonstrated experience in coordinating and cooperating with a wide range of stakeholders, including government officials, private sector businesses, associations, and civil society organizations. Familiarity with civic engagement and youth programming; experience in Mali is highly desired.
Skills/Knowledge: Demonstrated leadership, versatility, and integrity. Knowledge of USAID policies and procedures as related to project management required.
Knowledge of the political, social, cultural, environmental, and development context of Mali strongly preferred. Strong leadership, communication, and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners and lead a multi-disciplinary and multi-cultural team.
Demonstrated ability to create and maintain effective working relations and coalition building among host country government personnel, stakeholders, NGO partners, and international donor agencies.
Strong interpersonal, writing, and oral presentation skills. Ability to work independently and manage a high-volume workflow. Computer literate in word processing, spreadsheet, and presentation software (Microsoft). Fluent verbal and written communication skills in French and excellent verbal and written English is required.
