CARE is seek ing a Chief of Party (COP) for an anticipated USAID-funded Resilience Food Security Activity (RFSA) in Niger. This Activity aims to improve and sustain the food and nutrition security of vulnerable populations by addressing the underlying causes of food insecurity and malnutrition. The Activity will work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. It is intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises; and to reduce the need for ongoing or future emergency food assistance . The Chief of Party (COP) is responsible for providing overall leadership, management, and technical direction for the activity. They are ultimately accountable for delivering the desired program results. The COP oversees the staff, consultants , project activities including implementation, monitoring, reporting, and evaluation, as well as partner coordination. They serve as the key liaison with USAID, government counterparts, and local partners.

 

Additionally, the COP manages and supervises the work of program personnel and subcontractors/subgrantees to ensure all program assistance is technically sound and appropriate . The COP also oversees program work planning, performance management, and strategic communication. This activity is expected to be a five-year program in the $50 -$100 million range. This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding . National and international candidates are encouraged to apply. This position will be based in Niamey , Niger . Responsibilities: Program Management: Provide overall leadership, direction, and supervision for the project, including overseeing staff, partners, and consultants, and monitoring and evaluating program implementation. Accountable for all project deliverables, ensuring completion of technical requirements and project results according to the work plan. Provide oversight of the project’s operational, financial, and administrative priorities, maintaining internal controls and supporting planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures to meet project needs. Facilitate a culture of learning and utilize data for planning and adapting program strategy and activities. Promote gender equality and social inclusion in the design and implementation of program activities. Oversee the preparation of annual work plans, quarterly and annual project activity reports, monitoring and evaluation reports, and other deliverables as specified in the agreement. Lead the development of high-quality documents for submission to USAID. Provide vision, direction, and technical guidance for the project. Supervise and mentor senior/technical staff and consultants, establishing a strong team dynamic, promoting diversity, equity, inclusion, and belonging in internal operations, management, and program implementation. Ensure that all activities are implemented in a way that will maximize return on investment to participan ts and the donor. Strategic Skills: Develop and implement a strategic vision for the program, including multiyear planning and roadmap development towards sustainability. Work with the host government and project partners to translate goals and objectives into actionable strategies and plans, and monitor the implementation of activities, progress toward targets, and deliverables, ensuring technical and financial reporting requirements are met. Utilize adaptive management principles to maximize program impact and facilitate innovation. Stay updated with similar or related programs and best practices in-country and internationally, ensuring consistent application within CARE Representation & Engagement Skills: Serve as the primary liaison with USAID, government authorities, donor representatives, and local partners. Build and maintain productive working relationships with USAID, the host government, project partners, and key stakeholders. Engage with project stakeholders, including the private sector , civil society, and other donors, to support complementary efforts. Lead partnerships within the project consortium and with external stakeholders as needed to foster the teamwork required for program success. Represent the program at national and international conferences and events, promoting CARE values and principles. Qualifications: Master’s or advanced degree in international development , international relations, agriculture, economics, business administration, economic development, or related field 10 or more years of relevant senior experience in international development serving as Chief of Party, Deputy Chief of Party, or in a senior management role on large $ 50 million or $10 million per year humanitarian or development projects. Technical experience and understanding of one or more of the following sectors: food security , agricultural resilience, rural development, and sustainable livelihoods. Experience managing USAID cooperative agreements and/or contracts . Strong project management, financial management , budgeting and project operations/administrative oversight abilities. Certification in project and or agile management desired ( e.g. PD Pro) Demonstrated competencies in managing complex partnerships including donors, government, local and international NGOs and research institutions Strong experience overseeing M&E systems for USAID projects including Collaborating, Learning, and Adapting (CLA) principles and approaches preferred. Demonstrated leadership and experience in recruiting, training, managing and motivating diverse teams, including ensuring continued professional development; Experience working in Niger and/ or the Sahel region is preferred. Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. Fluency in French and English is required (spoken and written) . Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills. Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse). Demonstrated commitment to principles of Diversity, Equity, Belonging, and Inclusion (DE BI) .
