The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.
This position is within the Financial Management Services Section (FMSS), Resource Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA). The Senior Finance and Budget Officer reports to the Director, RMSDD.
Responsibilities
Within delegated authority, the Senior Finance and Budget Officer/Section Chief will be responsible for the following duties:
Medium-term plan:
• Plans, organizes and manages the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
• Proactively supports relevant intergovernmental and expert bodies in the review of the medium-term plan and its revisions; secures approval from the General Assembly.
• Ensures legislative mandates are accurately translated into programme budgets.
Budget preparation:
• Plans and co-ordinates review of budget submissions.
• Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects, ensuring compliance with the medium-term plan and other legislative mandates.
• Co-ordinates the preparation of budget submissions from managers.
• Compiles detailed inputs with respect to resource requirements for budget submissions.
• Reviews, analyses and finalizes programme budget/financial implications.
• Provides substantive support and guidance to relevant intergovernmental and expert bodies in their budget review; securing the appropriate financial approvals.
• Provides substantive input in the preparation of papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the Fifth Committee and other policy-making organs, as appropriate.
Budget Administration
• Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures for regular budget, cost recovery and extrabudgetary funds.
• Monitors expenditures to ensure that they remain within authorized levels.
• Manages and monitors budget implementation and recommends reallocation of funds as necessary.
• Oversees the review and finalization of budget performance reports; monitors variances between approved budgets and actual expenditures.
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Prepares budget performance submissions.
• Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.
• Provides substantive support to relevant intergovernmental and expert bodies.
• Contributes to the reporting to intergovernmental bodies on budget/programme performance, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
General:
• Provides advice and guidance, including training, to Headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting.
• Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues.
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Prepares/finalizes reports for intergovernmental bodies and for management on budgetary issues, and correspondence, including guidelines, instructions.
• Reviews and analyses budgetary policies and procedures, makes recommendations for changes and/or modifications.
• Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with budgets and established regulations and rules.
• Ensures the integrity of financial and management systems and the controls that underpin them.
• Represents the Secretary-General in meetings of legislative organs; represents ESCWA in inter and intra-departmental meetings.
• Plans, organizes and manages staff and work programme; plans and discusses individual work programmes with staff and evaluates their performance.
• Performs other related duties, as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Successful completion of a professional accountancy qualification – Certified Public Accountant (CPA)/Chartered Accountant (CA) or equivalent is desirable.
Work Experience
A minimum of 10 years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
At least five years of experience in the administration of complex budgets in a large international organization is desirable.
Experience with financial systems including finance modules of enterprise resource planning (ERP) systems such as Oracle, SAP, PeopleSoft is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand).
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is temporarily available until 31 December 2023. Extension of the appointment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.
