Org. Setting and Reporting
The position is located in the Humanitarian Negotiations Section, Response Support Branch, Coordination Division, of the Office for the Coordination for Humanitarian Affairs (OCHA) based in Geneva. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
Response Support Branch (RSB) is the Headquarters response entity within OCHA. RSB provides the tools, services and human resources to support any response required. RSB brings together local, regional and global humanitarian responders to prepare for and rapidly respond to emergencies; and to develop and promote interoperable norms, guidance and tools to advance operational and technical excellence in crisis response.
The Chief of Section reports to the Chief of the Branch.
Responsibilities
Within delegated authority, the Chief of Section will be responsible for the following.
• Provides policy guidance to the Chief of Branch, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. Oversees engagement and networks with/of armed groups and other actors restricting humanitarian access and space. Develops HCT access strategies and identifies opportunities for humanitarian diplomacy where political action can lead to improved access and engages with influencers. Provides support or leads humanitarian negotiations. Maps and tracks global humanitarian access, challenges and opportunities.
• Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
• Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the Branch/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Recruits staff for Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Section and across organizational boundaries.
• Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. Initiates, supervises and finalizes position papers and related submissions; initiates and prepares diverse and regular access reports, papers, policy and guidance documents, statements, presentations, etc. for senior management.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required.
Experience in negotiating with armed groups and/or de facto authorities for a humanitarian or protection of civilian outcome is required.
Experience in providing training and/or capacity building on humanitarian principles and International Humanitarian Law to armed groups, de facto authorities and/or governments is required.
Experience in drafting position papers, policy, and/or guidance documents on humanitarian principles, protection of civilians, engagement with armed groups or other actors restricting humanitarian access is desirable.
Experience conducting analysis on conflict trends, humanitarian issues, armed group dynamics for a UN organization, an academic institution or think tank, or an NGO is desirable.
A minimum of four (4) years in the last ten (10) years of international field experience in humanitarian contexts is desirable.
Experience in the UN Common System or comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations. Fluency in English and French (both oral and written) is required. Fluency in Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may followed by competency-based interview.
Special Notice
Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
