Org. Setting and Reporting

This post is located in the Spanish Translation Section, Languages Service, Division of Conference Management, Department for General Assembly and Conference Management, Geneva. The Chief of Section will report to the Chief, Languages Service.

Responsibilities

Within delegated authority, the Chief of Section will be responsible for the following duties:

– Provides policy guidance to the Chief of Service, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures, and on policy matters related to his/her Section.
– Plans and oversees the day-to-day and long-term planning of work in the light of workload projection undertaken by the Section, organizing the translation, revision, and related activities of his/her Section to ensure the timely and cost-effective delivery of high quality documents, in liaison with other Sections, to meet standard key performance indicators.
– Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
– Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
– Ensures the use use of modern technologies including Departmental tools, with a view to enhancing the quality and efficiency of the documentation workflow.
– Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in annual reports.
– Ensures that the outputs produced by the Section maintain high-quality standards in line with the United Nations Translation Quality Management Framework, SOP’s, checks the work done by staff, staff, individual contractors and translation agencies; Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
– Determines priorities, allocating resources for the completion of outputs and their timely delivery.
– Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, monitoring and evaluating staff performance (ePerformance), interviewing candidates for job openings and evaluation of candidates.
– Recruits regular and staff for the Section, screens applications and evaluates potential freelance staff and contractors, and prepares request for contractual translation or the recruitment of assistance as needed, taking due account geographical and gender balance and other institutional values.
– Manages, guides, develops, and trains staff under his/her supervision. Acts as final arbiter on matters of language and terminology.
– Fosters teamwork and communication among staff in the Section and across organizational boundaries.
– Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
– Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
– Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation, and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
– Leads section activities to support departmental change management initiatives.

Education

A first-level degree from a university or institution of equivalent status is required.

Job – Specific Qualification

Candidates for this position having passed the relevant combined United Nations Language Competitive Examination for Spanish Translators/Précis-writers, Editors, Verbatim Reporters and Copy Preparers/Proofreaders/Production Editors or a relevant United Nations language competitive examination held before 2017 is required.

A Master’s degree or equilvant degree in a related field is desirable.

Work Experience

A minimum of ten (10) years of professional experience in translation, précis-writing, editing, self-revision, verbatim-reporting, copy preparing, proofreading or production editing is required.

Out of these, four (4) years of experience within the United Nations Commons System or similar international organizations is desirable.

Language-related management experience in international, regional or national institutions is desirable.

Experience in data analytics or related is desirable.

Experience in change management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in Spanish, which must be the candidate’s main language, is required. Knowledge of English is required. Knowledge of another United Nations official language is also required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
