The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 21 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council. This position is located in the Strategy, Planning, Accountability, Results and Knowledge Management (SPARK) Section within the Office of the Executive Secretary and support the six substantive Clusters inter alia with the overall programme and project planning, monitoring and evaluation. The Chief Strategy, Planning, Accountability, Results and Knowledge (SPARK) Section directly reports to the Executive Secretary of ESCWA.
Responsibilities
Within delegated authority, the Chief Strategy, Planning, Accountability, Results and Knowledge (SPARK) Section will be responsible for the following duties 1. Take the lead In the development, implementation and evaluation of assigned programmes; direct subordinates In programme development, Implementation, monitoring and assessment; identify priorities, problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and initiate follow-up actions. 2. Prepare drafts of the ESCWA Annual Results Framework and lead the implementation of Results Based Management in all ESCWAs work; coordinate activities regarding preparations of proposed Programme Budget and consolidate various inputs while ensuring Implementation of gender mainstreaming guidelines. 3. Manage the programme internal and external evaluation of ESCWA activities, Enterprise Risk Management and System of Internal Control and present information on these as needed to senior management and UNHQ. 4. Undertake survey initiative and review the assessments of issues and trends, preparation of impact evaluation or equivalent studies as well as maintain an efficient internal monitoring process. 5. Prepare briefing notes, position papers and other documents including inputs for the S-G reports to the GA and ECOSOC and supervise preparation of various written outputs. 6. Provide substantive support to consultative and other meetings, especially with regards to documents to be submitted for the session of the Commission and its subsidiary bodies, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. 7. Coordinate activities related to programme budget and fundraising including review and follow-up on projects to be funded. 8. Ensure effective utilization, supervision, and development of staff. 9. Perform other duties as required.

Education
Advanced university degree in business administration, public administration, management, economics, social development or other related field is required. A first-level university degree with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience
A minimum of ten (10) years of progressively responsible professional experience, including management experience in programme planning and budgeting is required. Two (2) years of experience in the application of results-based management (RBM) programme coordination is desirable. Three (3) years of Experience in monitoring and evaluation, policy analysis and log-frame development and analysis is desirable. Five (5) years of experience in programme planning and budgeting in the UN system organizations or at international level is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required, and knowledge of Arabic is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
