This position is located in the Department of Peace Operations (DPO), Policy, Evaluation and Training Division (DPET), Integrated Training Service (ITS). The incumbent reports to the Director of Policy, Evaluation and Training Division. The role of ITS is to support the field-focused activities of the Department of Peace Operations, the Department of Political and Peacebuilding Affairs (DPPA), and the Department of Operational Support (DOS) and Member States in the training of civilian, military and police personnel.
Responsibilities
Within the limits of delegated authority, the Chief Integrated Training Service (ITS) is responsible for over-all management within DPO of the development and application of peacekeeping training policy, standards and materials including, among others, the following duties: Leads, facilitates and coordinates peacekeeping training needs assessments covering all categories of peacekeeping personnel, as well as the development of policies, standards and priorities to address those needs; Manages relationships with training institutions of troop- and police-contributing countries and with other institutions involved in peacekeeping training; Advises senior management of DPO and DOS on peacekeeping training-related issues; Provides guidance to senior leadership and chiefs of Integrated Mission Training Centres (IMTCs) on training-related issues; Develops and manages the programme of work of the Integrated Training Service (ITS), including peacekeeping training activities intended to support and coordinate training efforts of Member States and peacekeeping missions. Co-heads the Light Coordination Mechanism which coordinates capacity building support provided by Member States to Member States. Training activities are based upon DPO and DOS doctrine and guidance materials, as well as UN-wide policies and procedures and are informed by Security Council mandates and operational requirements of missions, as well as lessons learned. Establishes governance mechanisms for peacekeeping training, conceptualizes and formulates strategies, objectives and goals, formulates and implements training and learning policies relating to peacekeeping. Maintains close relationships with other offices of DPO, DOS, DPPA and other relevant United Nations departments in order to identify trends and anticipate future developments in peacekeeping training and collaborate on responses. Oversees development of the DPO and DOS support account training budgets and programmes of activities; provides support and guidance to IMTCs; establishes performance measures and standards for peacekeeping training; monitors training implementation; and evaluates the effectiveness of training initiatives on peacekeeping operations. Maintains close relationships with DOS, DPPA and other United Nations departments, offices and other entities engaged in the development of policies or involved in initiatives with potential impact on peacekeeping training and develops partnerships as appropriate. Oversees the development and delivery of senior leadership and management courses expressly intended for peacekeeping and mission support personnel, as well as standards and materials intended for pre-deployment training of uniformed and non-uniformed personnel. Ensures that the work of ITS supports the performance enhancement work of DPO and DOS, including with Member States and peacekeeping missions. Oversees management of the development, maintenance and dissemination of Core Pre-deployment Training Materials (CPTM) as well as Specialized Training Materials (STM), as well as ITS support to missions, particularly in start-up and transition phases. With the agreement of senior management, the Chief/ITS serves on committees, boards and advisory groups as appropriate/required. Coordinates and oversees the preparation of support account training budgets and reports for DPO and DOS; Makes presentations to legislative bodies; advises DPO, DOS, Member States and peacekeeping missions on peacekeeping training matters; conducts outreach and oversees support aimed at enhancing peacekeeping training capacities in regional organizations, other partners and in emerging troop/police contributing countries; provides expert training assistance and advice to Member States on request; Oversees the development, production and dissemination of training material; coordinates and conducts training activities at the strategic level. Manages the staff and the work of ITS and undertakes other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Business Administration, Management, Education, Social Sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of substantive and progressively responsible experience in administration or a relevant discipline in an international environment, including at least five years of experience in managing training development, policy development, programme evaluation or policy implementation is required. Senior managerial experience at the international level is required. Substantive and progressively responsible experience in the management of training is required. At least one year of experience in a United Nations peacekeeping mission is required. Experience in dealing with national governments is required. Experience in military or police training systems at national/international level, particularly in developing and implementing training standards and evaluation programs relevant to United Nations peacekeeping, is required. Experience in inter-governmental processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Fluency of a second official UN language, preferably French, is desirable.
