Org. Setting and Reporting
This position is located in the Enabling and Outreach Service (EOS), Office of Supply Chain Management (OSCM) within the Department of Operational Support (DOS). The Department of Operational Support was established to provide end-to-end operational support, advisory services, and other solutions to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and Regional Commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Aviation Safety Section and the Enabling and Outreach Service. The EOS supports clients in managing their supply chains to fulfill their mandates, through providing business intelligence and monitoring supply chain performance, offering operational supply chain guidance, providing technological platforms, tools, and business process solutions, while ensuring a diverse and inclusive vendor base, so that the supply chain can be efficient and effective. The Chief of Service reports to the Assistant Secretary-General, Office of Supply Chain Management (ASG/OSCM).
Responsibilities
Within limits of delegated authority, and under the supervision and guidance of the Assistant Secretary-General, Office of Supply Chain Management, the Chief of the Enabling and Outreach Service will be responsible for the following duties: • Formulates and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service; ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office, Department, across the global Secretariat and with other organizations of the United Nations (UN) System, as appropriate. • Leads, supervises and carries out the work programme of the Service under his/her responsibility. • Co-ordinates the development and maintenance of the global supply chain planning and performance management framework and associated metrics and key performance indicators; provides business intelligence and insights to support operational reporting and continuous improvement of client service; keeps current with latest and innovative practices. • Co-ordinates and oversees the preparation of relevant business insights and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Reports on the global supply chain planning and performance to senior management and intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs and reports produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Assists the ASG/OSCM in reviewing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Manages and oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Recruits staff, taking due account of geographical balance. • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Service and across organizational boundaries. • Plays a lead role in driving change and actively fostering innovation in the area of supply chain management throughout the UN system; represents the Organization in meetings, seminars, etc. on substantive issues related to operational support. • Manages activities related to the United Nations Global Marketplace and initiatives to support a single vendor database. • Provides programmatic/substantive expertise on supply chain management and associated performance framework and holds programmatic/substantive and organizational discussions with representatives of other institutions, including at the inter-agency level.

Education
Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain management, logistics, data science, information management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PMI, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable. Certification in lean six sigma or other continuous improvement methodologies is desirable.
Work Experience
• A minimum of fifteen years of progressively responsible experience in supply chain management, logistics, change management, project management, or related field, with at least five years in a senior leadership role within a global organisation is required. • Experience in negotiating, communicating, and collaborating with diverse stakeholders and clients to formulate a shared strategy is required. • A minimum of five consecutive years of experience overseeing the performance of cross functional teams in the areas of procurement, logistics, inventory management or supply chain management in the most recent ten years is desirable. • Experience in planning, developing and/or managing supply chains in a complex, volatile setting and leading high-performing teams in an international environment is desirable • Experience in data-driven decision-making using analytics to measure and optimize supply chain performance is desirable. • Experience in using data to guide decisions, develop strategic direction, and oversee execution is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
