This position is located in the Office of the Executive Secretary (OES). The Chief of Staff reports to the Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. Responsibilities

Within delegated authority and the overall supervision of the Executive Secretary, the Chief of Staff will be responsible for the following.

• Provides advice and support to the Executive Secretary and Deputy Executive Secretary in discharging their strategic leadership functions in the programmatic and managerial areas.
• Provides policy guidance to the Executive Secretary and Deputy Executive Secretary, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
• Co-ordinates the work carried out by the OES. Liaises with Directors of Division of the Commission to ensure an efficient and timely two-way flow of information between them and the OES. Liaises with Departments at HQs, Regional Commissions, Funds and Programmes and Specialized Agencies to ensure coordination. Liaises with offices of high-level government officials from within and outside the Region in a wide array of issues, including highly sensitive matters.
• Plans and oversees the preparation of meetings and official missions of the Executive Secretary and Deputy Executive Secretary, including designing their agendas, logistical arrangements, and inputs.
• Provides programmatic and substantive reviews of drafts prepared by members of the OES and clears the final drafts of the Executive Secretary and Deputy Executive Secretary of speeches, statements, talking points, presentations, reports, internal communications, circulars and all official correspondence
• Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by Divisions and OES maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by Divisions and OES under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares inputs for the work programme of the OES, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Carries out programmatic/administrative tasks necessary for the functioning of OSE, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (e-performance), interviews of candidates for job openings and evaluation of candidates to ensure that the Executive Secretary and Deputy Executive Secretary receive the required support in an efficient and timely fashion.
• Recruits staff for Unit/Section taking due account geographical and gender balance and other institutional values.
• Manages, guides, develops, and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the OSE and across organizational boundaries.
• Represents the Organization at inter-agency meetings, inter-government meetings and seminars, etc. on substantive-related issues.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on key issues and holds programmatic/substantive and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, development, law, economics or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of 10 years of progressively responsible experience in administration, budget, finance, human resources management, public sector or related field is required.

Experience in public policy formulation is required.

At least 4 years of relevant experience managing teams is required.

Experience in political management is desirable.

Experience in data analytics, economic research analysis and cooperation or related area is desirable

Experience in Latin America and the Caribbean region is desirable.

Experience within the UN Common System, international organizations, public sector, and non-governmental organizations, or similar organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Spanish is a working language of ECLAC. For the position advertised, fluency in English and Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
