Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS), duty station Juba. The incumbent reports directly to the Chief, Warehouse and Commodity Management Section.

Responsibilities

The incumbent will be responsible for the planning, administration, organization and centralized management of warehouse operations.
Within delegated authority, the Chief of Unit, Centralized Warehousing will be responsible for the following duties:
– Exercise authority in the planning, administration and performance management of Centralized Warehousing, including:
a) Inbound operations: inbound delivery monitoring, receiving, batch management, transfer orders and putting away;
b) Inventory and storage management: storage location management, conduct inventory analysis for warehouse managed inventories and regularly advise Technical Sections/Inventory Senior Users, coordinate with the Inventory Management team to ensure timely fulfillment of requirements for movements of goods, visibility of inventory ownership, cycle counting and physical inventory, shelf life monitoring and inventory analysis;
c) Outbound operations: order fulfillment, picking, packing, task monitoring, order consolidation and loading;
d) Development and implementation of effective stock control and audit systems providing information regarding stock levels, usage rates, economic order quantity, re-order point and other stock-level advice that will allow the Technical Sections/Inventory Senior Users to maintain all stocks at the levels necessary to meet customer requirements and demand;
e) Leverage business intelligence tools focused on demand and supply process-generated data with the aim of improving overall mission supply chain operational responsiveness, agility and reliability. Lead process reengineering to streamline supply chain management functions;
f) Responsible for the implementation of warehouse management, including regular inspections of the warehouse premises, in order to ensure the highest standards of physical premises, storage conditions and appropriate levels of security for the warehouse operations;
g) Monitoring the space availability to allow for an optimal allocation of the goods while ensuring that the safety and security standards are always met.
– Carry out programmatic/administrative tasks necessary for the functioning of the unit under supervision, including the development and execution of the Unit’s budget pertaining to the subsidiary budgets and personnel needs of the following Cells: Receiving and Inspection, Inventory Verification, One-Stop Shop, Stock Control, Property Disposal, Warehouse Operations and Administration.
– Assign and monitors performance parameters and critical indicators, reports on budget/programme performance, prepares inputs for results-based budgeting, evaluates staff performance, interviews candidates for job openings and evaluates candidates. Oversee the resources and capacity management to ensure achieving the result based budgeting expected accomplishments relevant to warehousing operations.
– Prepare annual work plan, and monitor progress against this plan to ensure the organization attains its objectives as cost effectively and efficiently as possible; Actively engage in management performance duties and ensure the provision of management, guidance development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibility.
– Develop plans and strategies pertaining to warehouse inventories; Provide input towards the development of supply chain management plans (demand, supply, replenishment and safety stock) budgets and schedules; Collaborate and coordinate with technical units to forecast demand and gather inventory requirements for future planned projects/activities in support of service delivery objectives.
– Translate policies and guidance into actionable plans, including: developing required new and/or improved business processes and supporting standard operating procedures; Spearheading organizational design, identifying skill gaps, initiating and advocating necessary staff development program to ensure realization of enhanced mission accountability and stewardship of United Nations Property in the mission area of operation.
– Establish Service Level Agreement (SLA) with technical sections and units and develop internal processes and control mechanism to ensure that customer needs and expectations are met, including exercising leadership in the development and implementation of inventory management and warehousing best practices to achieve process efficiencies and effectiveness in resources utilization.
– Provide business domain knowledge and technology project delivery expertise in the effective review and analysis of there-engineering of supply chain management processes in support of the implementation the Enterprise Resource Planning (ERP) system.
– Manage and coordinate the maintenance of the RFID implementation of item level tagging and container management in the Mission.
– Perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in supply chain management, logistics, business administration/management, project management, or related area. A first level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certification in Supply Chain (SCOR-P, PRINCE2) is desirable.

Work Experience

A minimum of seven (7) years progressively responsible experience in at least two areas of supply chain management or logistics support operations: logistics planning, warehouse management, inventory management, distribution and movement, or related in a complex organization environment, is required.

At least three years of management experience in the area of centralized warehousing is required.

At least four years’ experience in managing supply chain operations in a complex, conflict or post conflict setting is desirable.

Experience in developing and implementing a Centralized Warehousing Standard Operating Procedure is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required.
