DUTIES AND RESPONSIBILITIES

The Chief, Partner Engagement and Coordination (PEC) Division reports directly to the Director, Disaster Risk Reduction, MHEWS Office and Public Services Branch (DMPS), Services Department.

Within delegated authority, the Chief of PEC Division, will be responsible for the following:

a) Plans and oversees the management of activities undertaken by the Division and ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects, supervises staff, manages budget and resources, establishes and manages the annual work plans ensuring fair monitoring, promoting good communication, foster individual engagement along with team effort within the division and across organizational boundaries;

b) Contributes to the development, integration and execution of the WMO Strategic and Operating Plan’s components related to disaster risk reduction and public services and applications and the EW4All Initiative in particular;

c) Ensures adequate inputs and coordination with DTD Division with regards to the Standing Committee on DRR and Public Services of the Technical Commission on Services and Applications (SERCOM) engagement and technical support to EW4All Initiative, notably in developing normative and guidance material for Members as well as providing expert review and guidance on pillar 2 and interpillar planned activities;

d) Develops and maintains close liaison and collaboration with the United Nations Office for Disaster Risk Reduction (UNDRR), the joint WMO-UNDRR Center of Excellence for Climate and Disaster Risk, the International Network of MHEWS (IN-MHEWS), the Capacity for Disaster Reduction Initiative (CADRI) and other partner international organizations as appropriate;

e) Specifically supports the EW4ALL interpillar activities and WMO pillar 2 lead, including preparation and WMO engagement in the UNSG High level Advisory Panel, multistakeholder fora and other high-level events and publications supporting the Initiative;

f) Supervises secretariat engagement with humanitarian actors under the WMO Coordination Mechanism to support UN and humanitarian agencies (WCM), in good cooperation and connection with the ET-WCM under SERCOM SC-DRR assisted by DTD division;

g) Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Branch meet required standards before completion to ensure they comply with the relevant mandates;

h) Prepares inputs for the work programme of the Branch and Department, proposing priorities, and resources allocations for the completion of outputs and their timely delivery;

i) Carries out programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates;

j) Represents the Organization at inter-agency meetings, seminars, etc. On substantive-related issues. Contributes to the better visibility and recognition of WMO and its Members NMHSs, including through the organization of, or participation to, technical conferences, symposia and workshops in relation to EW4All initiative in particular;

k) Carries out other relevant duties as required.

QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in meteorology, climatology, hydrology or a discipline relevant to disaster risk management.
Experience
A minimum of ten years of progressively responsible experience in meteorology, climatology, hydrology programme management, including on early warning system design, operation, monitoring and evaluation, capacity building activites. Cross-sectoral and multi-agency experience in disaster risk management activities at national, regional and international levels of natural DRR as well as participation in the activities of the United Nations Office for Disaster Risk Reduction (UNDDR) would be an advantage.
Other requirements
Sense of responsibility, maturity of judgement, enthusiasm and team spirit, ability to work independently and in a team. Ability to express ideas convincingly and concisely, both orally and in writing, skilled at working with professionals of diverse and different backgrounds, project management skills. Proven ability to support the development of projects and attract funds for their implementation. Excellent knowledge of Microsoft Office applications. Ability to work in a multicultural environment. Perfect adherence to UN values and the WMO Code of Ethics.
Languages
Excellent skills in English, both oral and written, are required. Knowledge of French is desirable. Knowledge of another UN official language would be an advantage.

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 92731
Annual post adjustment on initial salary is: US$ 73999 (in addition to the net base salary)
