Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This post is located within the Resources Management and Service Development Division (RMSDD) of the Economic and Social Commission for Western Asia (ESCWA). The Procurement Officer reports directly to the Director of RMSDD.

Responsibilities

Within delegated authority, the Chief Procurement Officer will be responsible for carrying out the following:

(1) Participates in entity planning process and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain;
(2) Initiates the development and implementation of the supply chain work plan, including supply chain forecasts, priorities and anticipated requirements and disposals. Implements policies and procedures to facilitate achieving work plan goals;
(3) Plans, develops and manages ESCWA procurement and contractual activities of significant complexity related to world-wide procurement of diverse services and commodities (e.g. information technology, electronic equipment, vehicles, medicines, building maintenance, office supplies, construction, furniture etc.) taking into account local economic and other conditions;
(4) Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle;
(5) Manages/Supervises a procurement work team, plans, allocates work assignments, coaches, trains, monitors, evaluates staff and participates in recruitment and selection of new procurement staff;
(6) Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bids/proposal evaluation, including preparation of contracts;
(7) Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects; Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
(8) Negotiates with senior supplier representatives, signs procurement orders up to the authorized limit, and in cases where the amount exceeds authorized signature authority, submits cases to the contracts committees (Local Committee on Contracts [LCC]/Headquarters Committee on Contracts [HCC]) for review and subsequent approval by the authorized official;
(9) Conducts market research to keep abreast of market developments; researches and analyzes market reports, production patterns and availability of goods and services;
(10) Establishes approaches for negotiations and conducts all phases of negotiations with concerned, including negotiations of disputes arising from contracts;
(11) Identifies new technologies and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program;
(12) Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
(13) Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.

Competencies

• PROFESSIONALISM: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services. Knowledge of contract law and expertise in handling complex contract issues. Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
• MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field, is required.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Professional certification by an internationally recognized procurement authority (such as CIPS or equivalent) is desirable.

Work Experience

A minimum of five years of progressively responsible experience in procurement, contract management, administration or related area is required.

A minimum of three years of progressively responsible experience in procurement or contract management in the United Nations or an international organization is desirable.

A minimum of two years of experience in processing, reviewing, and analyzing transactions, data and workflows on an Enterprise Resource Planning system (ERP) in the area of purchasing and/or supply chain is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Knowledge of Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates will include assessment(s) which will be followed by a competency-based interview.
