Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the On-Site Inspection Division (OSI). The On-Site Inspection (OSI) Divisiondevelops operational capabilities to undertake inspections in line with the provisions of the CTBT. After thetreaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosionhas been carried out. During such an inspection, facts might also be gathered to identify a possible violator ofthe Treaty. It thus constitutes the final verification measure under the CTBT.

Reporting Lines

Under the supervision of the Director, On-Site Inspection Division (OSI), to:

Duties and Responsibilities

  1. Lead the further development of the OSI Training curriculum for Inspectors to be ready at Entry into Force;
  2. Design, develop, implement, and evaluate training courses for inspectors to cover all required elements of conduct of OSI, including OSI procedures, use of the OSI Operations Manual, relevant observables, application of OSI approved techniques and equipment, health and safety issues, leadership and negotiation skills; capture lessons-learned and integrate into future training;
  3. Plan and lead the implementation of the work programme and related budget for the Section, manage its execution, analyse the implementation and propose changes to increase effectiveness and assure quality;
  4. Oversee the development and elaboration of relevant parts of the OSI Manual;
  5. Formulate and develop concepts and designs for OSI infrastructure elements related to training of inspectors and experts of National Authorities for CTBTO;
  6. Plan, coordinate and implement OSI outreach training for experts of States Signatories;
  7. Manage the development, production and implementation of e-learning, remote software training and other digital training assets for use as part of the blended learning process, as well as keep abreast of the new developments in learning related technologies and practices;
  8. Manage the staff of the Section and provide guidance, supervision, performance management, and mentoring to them to support high-quality results;
  9. Oversee the development and implementation of the OSI Inspectorate database as a basis for the establishment and updating of a future inspector’s roster;
  10. Oversee design and implementation of an OSI Learning Management System;
  11. Provide expert advice to the OSI Director on all matters related to the strategic and operational planning, design, implementation, and lessons learned of training for experts of National Authorities and States Signatories;
  12. Perform other duties as assigned.

Education

  • Advanced university degree in management, geophysics, seismology, physics or other related fields of science, with specialization in international security, arms control verification or training;

Work Experience and Qualifications

  • A minimum of ten (10) years of progressively responsible and relevant working experience in the field of international security, verification or a related field, preferably part of which should have been at an international level in a managerial function; relevant military or defense experience is an advantage;
  • Proven track record of leading the design, delivery and management of innovative training programmes and demonstrated knowledge of latest trends, technologies and best practices in the area of training is essential;
  • Demonstrated experience using a Learning Management Systems is essential;

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
