In Mozambique we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane, Zambezia, Nampula and Cabo Delgado. These projects are programmed along four strategic pillars: Girl Education, SRHR, YEE and Protection. Our work is gender transformative and includes influencing work at national and sub-regional level.
The purpose of the role is to support the implementation and realization of the PIMz’s strategy through strategically managing and leading the child protection thematic country program.
RULE PERPOSE
The post holder will report to the Director of Programs, Strategy and Implementation and provides strategic program leadership to country programme/project teams in the development and execution of country’s strategic plans to deliver high quality programmes and to ensure integration and synergies between the different teams, for them to comply with Plan’s policies and procedures on Child protection and safeguarding.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
- Demonstrate leadership in relation to Plan International policies and practices with respect to Child Protection, Internal and External Safeguarding, overall technical leadership on Child Protection programming, policy influencing & advocacy, capacity building, people development, partnership, representation, studies and evaluations of child protection sector;
- Provide leadership and oversight in the planning, implementation, monitoring and evaluation of all child protection project activities; assess the outputs, outcomes and impact of program interventions and activities;
- Lead and deliver quality project/programme development to compete in funding opportunities (Scanning the situations, come up with innovation and also consider sustainability and also impact of the projects and programmes);
- Present and share lessons, best practices, approaches and tested models for donors, government and other stakeholders, partners and alliances to further scaling up and reach wider beneficiaries as well as influencing and attracting more resources;
- Manages and leads project cycle management in planning, implementation, monitoring and evaluations of projects and programme and close-out process;
- Supervise child protection activities within the CO with local implementing partners in the implementation of projects/ programmes, capacity building and facilitate learning among partners and stakeholders at different levels;
- Over sighting and managing overall budget of child protection country programme;
- Provide technical and managerial support on budget planning and utilization as well as grant management;
- Ascertain the sub grant fund is used appropriately based on stated initial plan by partners;
- Represent the organization in all relevant forums at international level concerning child protection programs;
- Involves in internal and external environment, networks, collations and alliances (Plan international regional forums, Child protection technical working groups, Mental Health psychosocial support technical working groups, GBV/ CP sub clusters, Adolescent and Youth Health Technical working groups and others).
SAFEGUARDING/PSHEA
Capacity Building
- Deliver mandatory inductions, briefings and workshops (Staff and Managers, Associates, Children and Young People, Program Participants and Communities);
- Design and implement training capacity to partners on PSHEA/Safeguarding policies;
- Lead the planning of capacity building of staff on Safeguarding and PSHEA both humanitarian and development;
Reporting and Responding
- Drive the design of referral systems for reporting safeguarding breaches both humanitarian and development;
- Lead the design of Plan International Mozambique local reporting procedures;
- Lead the local mapping exercise of Plan International Mozambique;
- Coordinate with emergency response team the design of SG/PSHEA implementation;
- Receive and record information on safeguarding allegations concerning a child, young person, and adult programme participants and respond effectively in line with local procedures;
- Provide support and advice in dealing with alleged cases of safeguarding and PSHEA concerns by Plan staff, associates and visitors, as well as participate in fact-finding, investigation and related actions;
Mainstreaming SG/PSHEA
- Coordinate and/or support the coordination of core processes and procedures as outlined in the SG/PSHEA implementation standards, including partner review;
- Promote and support good practices and challenge poor safeguarding/PSHEA practices within the operation unit;
- Maintain strong presence of Plan International (focal point) in PSEA national network meeting;
- Coordinate the completion of annual safeguarding and PSHEA related monitoring tools ensuring compliance in line with the business of the unit;
- Ensure risk identification and management strategies are respected for all activities related to your unit;
- Lead the completion of annual safeguarding self-assessment for all business units within the country;
- Provide support to ensure that child and young people problems are adequately addressed in all program guidelines/procedures, as well as in all levels of project cycles (design, implementation, monitoring and evaluation);
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures;
- Embed Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion in day-to-day work;
- Contribute to Plan International’s global efforts in safeguarding and GEI, including making sure that relevant reporting and data are submitted.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
Qualifications
- Education at Masters level or equivalent in the area Sociology, Social work, Psychology or equivalent;
- Minimum 5 years relevant experience and of which at least 3 years in managerial position with NGOs in leading programs and projects.
TECHNICAL COMPETENCIES
Knowledge:
- Demonstrated experience in the management of child protection programmatic areas;
- A commitment to, and understanding of, participatory approaches to development;
- Thorough knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level;
- Sound understanding of integrated development issues and critical analysis of child poverty;
- In-depth knowledge of child-rights programming;
- Mastery of the approaches to humanitarian/programme/project logic, trends in own and related fields of work and a range of effective strategies, approaches and practices;
- Advanced understanding of the development needs and the vulnerability of our Primary Impact Groups from birth to adulthood, the root causes of the issues affecting them, and the key actors most relevant to their interests and therefore to our work;

- Strong knowledge and experience on Child rights, GBV, Family and Community based Psycho-Social Support, Child protection and safeguarding, child and family social work and Child protection in emergence;
