Background

Support to Immediate Recovery from the 2024 Floods in Bosnia and Herzegovina represents an EU funded intervention, designed to provide immediate response to needs of the population in local communities in BiH directly affected by the natural disaster declared in October 2024.

Severe storm that struck southern and central parts of the country, triggering widespread flooding, mudslides, and landslides, had a devastating impact, causing widespread damage to housing, infrastructure, and essential life services. According to the preliminary assessments conducted shortly after the disaster, estimated direct damages from the floods to housing stock and public infrastructure amount to EUR 144 million.

The Project will operate in eight affected governments in BiH in helping them effectively and sustainably recover from the event, through rehabilitation and/or (re)construction of housing units and public facilities, rehabilitation and/or (re)construction of small-scale community infrastructure and support to agricultural producers and MSMEs in restoring their businesses.

Under the overall supervision of the Project Manager the Consultant will provide support to the Project Team in implementation of the activities related to rehabilitation of local communal infrastructure in flood affected communities.

Travel expenses will be calculated separately based on number of field visits, in accordance with UNDP rules and regulations.

Duties and Responsibilities

a) Supervision of construction and rehabilitation works

  • Regularly visit the construction sites and supervise construction and rehabilitation of at least 14 infrastructure projects in Jablanica, Konjic, Kiseljak, Kresevo, Fojnica, Mostar, Drvar, Vares;
  • Manage contracts for construction and rehabilitation works in line with UNDP rules and procedures;
  • Ensure compliance of construction works with the contracted Bill of Quantities, Entity Spatial Planning and Construction Acts and relevant by-laws, technical regulations, general and special technical conditions and professional codes;
  • Ensure quality of construction works and built-in materials;
  • Check quantities of implemented works and verify interim and final payment certificates,
  • Review and sign the daily construction log and construction book of measurements, where applicable;
  • Verify and sign interim and final payment certificates;
  • Review requests for additional and unforeseen works as well as other changes of original design documentation, assess their justification, and provide recommendations;
  • Prepare necessary documentation needed for processing amendments to the contractors for works;
  • Analyze unit prices of additional works and verify their appropriateness in comparison to market rates;
  • Ensure that the works are completed within the contracted deadlines;
  • Provide regular updates to the Project Manager;
  • Prepare the final supervision report for each infrastructure project;
  • Participate in technical inspection and handover of the works;
  • Collect all relevant documentation related to each infrastructure project in cooperation with the supervising entities and contractors and submit it to UNDP as part of the handover;
  • Ensure transparent exchange of information with the Project beneficiaries through continuous informing about the planned scope of work and implementation dynamics.
  • The employee will provide monthly progress reports to the Project Manager in form defined by UNDP.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Civil Engineering from a recognized university is required or
  • University degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

  • Minimum 2 years of professional experience in the relevant field of Civil Engineering with Bachelor’s degree;
  • Master Degree does not require experience.

Required skills:

  • Excellent computer skills with the ability to effectively utilize information technologies as tools and resources
  • Professional experience in (re)construction of public buildings and infrastructure.
  • Experience in working in complex and large infrastructure and/or civil works, particularly in the field of technical documentation development as well as construction supervision.
  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes.

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience in disaster risk reduction, climate change and Sendai Framework for Disaster Risk Reduction 2015-2030 will be considered an asset.
  • Hazard Identification: Experience in work with natural hazards such as floods, flush-floods, landslides and earthquakes are an asset.
