Your team

The Division Civil-Military Cooperation provides a unique platform for military and civil-military cooperation in aviation, while enhancing airspace capacity, flight efficiency, military mission effectiveness and civil-military interoperability with reduced costs in a secure Single pan-European Sky.

Your role

Your role will be to:

  • Organise the release of operational requirements of the Local and sub-Regional ASM Support System (LARA) and the future interface with iNM.
  • Collaborate with developers to conduct software testing with an operational focus and update accompanying documentation as required.
  • Develop and provide operational training and implementation support for LARA stakeholders.
  • Contribute to Airspace Management Research & Development related activities (e.g. identify, develop and validate functional requirements).
  • Provide support and advice to States for the deployment of Advanced Flexible Use of Airspace.
  • Participate in the Collaborative Decision-Making arrangements of the Network Manager by analysing potential impact on the Military whenever required.
  • Contribute to ICAO activities in the civil-military ATM cooperation domain to promote the Flexible use of Airspace concept (e.g. presentations, workshops).
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years (Master’s degree) in a relevant field such as ATM, Aeronautical Sciences or of 3 years plus 1 year relevant professional experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • In addition to the above, minimum 3 years’ experience in the Military Service with operational experience in the provision of Military ATS.
  • Experience in the Flexible Use of Airspace Concept, airspace management in Europe and related support systems (ASM Support Systems).
  • Understanding of flight and mission planning.
  • Understanding of ATM data processing chain and related civil-military support systems.
  • Project Management skills.
  • The following would be an advantage:
    • Experience in Military Air Operation planning.
    • Experience in military ATS provision.
    • Experience or ability to deliver training.
    • Experience in AWACS (Airborne Warning and Control System) mission planning.
  • Analytical thinking: You analyse information and are able to identify relationships.
  • Communication: You are able to foster two-way communication.
  • Planning & Organising: You know how to plan ahead and adapt as required.
  • Networking: You know how to maintain and expand effective networks.

  • The working languages of the Agency are French and English. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
