Your team

The Division Civil-Military Cooperation provides a unique platform for military and civil-military cooperation in aviation, while enhancing airspace capacity, flight efficiency, military mission effectiveness and civil-military interoperability with reduced costs in a secure Single pan-European Sky.

Your role

Your role will be to:

  • Lead the maintenance of the Local and sub-Regional ASM Support System (LARA), including technical assessment of software issues and their resolution, technical validation and acceptance of the software releases, and ensuring quality control on the delivered software.
  • Verify and validate requirement and deliverables including test procedures, etc. from internal and external suppliers, and manage the relation with those suppliers on these topics.
  • Record, report and escalate incidents identified during validation phases and software maintenance to the reporting manager, ensuring that corrective measures are taken.
  • Provide strategic technical advice, defining major roadmaps for system evolutions and options for future systems architecture developments.
  • Verify and validate new features by developing and testing corresponding prototypes.
  • Ensure that various validations (Units and Integration Tests, Factory Acceptance Tests, etc.) are executed and documented according to expectations.
  • Manage (from setup, operations, maintenance including cyber-security aspects) the LARA external servers used for development, training, demonstrations and concepts validations.
  • Develop and provide technical training and implementation support for LARA stakeholders.
  • Contribute to safeguard EUROCONTROL’s intellectual property rights pertaining to the LARA software.
  • Liaise and collaborate, as necessary, with ICAO, NATO, European Commission and other international organisations on evolutions in the civil-military ATM cooperation domain for the implementation of the Flexible Use of Airspace concept.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years (Master’s degree) in a relevant field such as ATM, Aeronautical Sciences, Systems Engineering and/or Information Technology or of 3 years plus 1 year relevant professional experience.

  • In addition to the above, minimum 3 years’ relevant working experience to perform the advertised responsibilities.
  • Experience with:
    • The application of modern software integration and test methodologies, and standards in large-scale software systems.
    • System and software clients/server architectures and associated middleware, usage and licensing of third parties/opensource libraries.
  • Proficiency in IT systems, RDBMS and Clients-Server architecture, programming and scripting languages, operating systems (Windows/Linux) and interfaces, including experience in Eclipse, Java, JS, PHP, JDBC, JPA, RMI and Web Services development.
  • The following would be considered an advantage:
    • Experience / understanding of the following systems and concepts:
      • Mission critical systems
      • ATM systems
      • Civil-military systems
      • Cybersecurity
    • Knowledge / understanding of PostgreSQL, PostGIS, GeoServer and GIS solution (ArcGIS/QGIS).
    • Experience / understanding of Flexible Use of Airspace Concept and related support systems.
    • Understanding of Air Traffic Management.
    • Project Management skills.
    • Experience or ability to deliver training.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become, at least, a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
