Ukraine Analysis Hub

ACAPS Ukraine Analysis Hub (UAH) has been monitoring the conflict in Ukraine and producing timely, independent, and high-quality analytical products on the humanitarian situation in Ukraine and the region since March 2022. Since its inception, the UAH has delivered a comprehensive set of analytical products, including in-depth analytical reports and datasets.

The project also seeks to bolster analytical capacity and assessment capabilities in Ukraine, through mentoring and technical support to Ukrainian civil society. The project is composed of 16 staff members, working mainly from Poland and Ukraine. The project is currently recruiting additional positions.

Purpose of the position 

The Civil Society Liaison will identify Ukrainian civil society actors for UAH to collaborate with and develop informal partnerships to ground-truth information about the humanitarian crisis and local response and to ensure that UAH analysis is also relevant to Ukrainian actors as well as the broader international humanitarian response. The Civil Society Liaison will develop sustainable and equitable partnerships built on information sharing and technical/capacity support for partners and will contribute to ACAPS Ukraine Analysis Hub strategic planning around civil society engagement. The Civil Society Liaison will contribute to the Hub’s timely analysis of humanitarian crisis in Ukraine by facilitating qualitative data collection and analysis, enabling crisis responders to make better informed decisions.

The Civil Society Liaison is expected to adjust and adapt her/his tasks according to the directions set by the ACAPS Ukraine Hub Project Manager.

Role and responsibilities

  • Expand upon the UAH’s current network with civil society actors (the Experts Network), maintaining relationships with the current network and establishing new relationships across Ukraine.
  • Maintain the database on civil society actors and key experts for UAH, ensuring relevant actors are included/consulted in the development and analysis phase of most UAH products.
  • Monitor information on global political, economic, social, and humanitarian developments related to humanitarian crisis in Ukraine.
  • Gather and analyse quantitative and qualitative data to feed into the Severity Index, the Humanitarian Access Overview, the Core Dataset, and other analysis products.
  • Support analysts in the development of qualitative tools for KIIs and identification of relevant experts to consult for different products.
  • Provide direct support to analysis by conducting qualitative data collection.
  • Where necessary, convene civil society actors (members of the Experts Network) for joint analysis, validation sessions, or feedback sessions as needed.
  • Complete other tasks as requested by the Project Manager

Critical interfaces

The Civil Society Liaison will work closely with all members of the Hub under the supervision of the Project Manager. The Civil Society Liaison is expected to maintain working knowledge of all the products analysts are working on and provide them with support on contacting the relevant experts, provide support to the Senior Analysts, Project Manager and Team Leader in determining which civil society actors should be engaged for what kind of activities, how to develop strategic networks, and who to engage with. The Civil Society Liaison will also engage proactively with members of the Cross Cutting Analysis Unit on support that can be provided to members of the Experts Network in terms of collaboration, capacity sharing, training, joint analysis, etc.

Competencies

Professional competencies

  • Relevant university degree or higher education, preferably in social sciences or int’l development.
  • Ukrainian and Russian proficiency; excellent English-language writing skills.
  • Critical thinking and attention to details.
  • Excellent knowledge of Ukrainian politics, economics, and history
  • Large professional networks within Ukrainian civil society and Ukrainian humanitarian response structures
  • At least five years of experience in civil society or humanitarian work
  • At least two years of experience in analysis, preferably applied to humanitarian area.
  • Understanding of humanitarian needs assessments and working with primary and secondary data, and qualitative and quantitative methodologies
  • Experience designing and/or carrying out research (primary, secondary, or both)
  • Able to work under pressure, meet deadlines, and turn around material rapidly.
  • Outstanding coordination, communication, and inter-personal skills.
  • Flexibility
  • Familiarity with Excel (or similar software).

Language and communication

  • Very strong communication skills, both written and oral, including active listening, respectful communication, and knowledge and adaptation to different communications styles and preferences within the team.
  • Fluent written and spoken Ukrainian and English required.
