BACKGROUND

 

The Human Resources Management (HRM) Division of the NATO Airborne Early Warning & Control Force Headquarters (NAEW&CF HQ) is responsible for the provision of consistent, effective, and efficient workforce planning, Civilian and Military Personnel management, and Talent Management, including the management of the external training for military and civilian personnel, by developing and implementing policies, programs, and services that support the goals set by the NAEW&CF Commander and/or Deputy Commander/Chief of Staff. The Division manages the Central Processing Centre of the Force and advises on and promotes NATO’s policies on gender, diversity and inclusion. 

 

The Civilian HRM Branch provides and executes all aspects of HRM for civilian personnel employed by NATO Airborne Early Warning & Control Force (NAEW&CF). The civilian workforce is comprised of up to 500 NATO International Civilian and 280 Tariff employees. This includes Recruiting and Talent Management, Core HRM, Payroll, Strategic Workforce and Budget-Analyses, Time and Attendance Management, Performance and Compensation, Tariff Negotiations and agreed HRM services to other NATO entities in Germany.

 

Key challenges facing the successful candidate for the Head Civilian HRM Branch will include:

 

  • Providing balanced analysis and recommendations to leadership on achievements, issues, risks and challenges related to HRM.
  • Digitisation of HR processes and services.
  • Adapting and modernising the Force’s HR management, policies and practices, addressing potential process deficiencies associated with HR services, and streamlining working processes – while at the same time ensuring continued delivery of the quality, timely and independent outputs expected of the Civilian HRM Branch.
  • Promoting the principles of transparency and accountability in an environment of growing demands for more accountability, transparency and management oversight but constrained staff resources.
  • Enforcement of Data Protection and Information Protection Policies.

THE ROLE

 

The incumbent`s duties are:

 

  • Holds formal and direct delegated authority from the Head of NATO Body for managing and administering NATO International Civilians (NICs), Temporary civilians and Consultants, as well as Tariff employees, to include personal decision making authority on items pertaining to recruitment, appointment, contract management, performance, working hours, leave management, discipline, grievances, payment of allowances, separation, and deployment;
  • Acts as Division Head in the temporary absence of the military Division Head;
  • Provides and oversees HR services for deployed NAEW&CF Civilian personnel;
  • Coordinates “Support Element” services for all civilians belonging to the NAEW&CF and serviced Organisations;
  • Develops, revises and implements Human Resources Management policies required for the effective use of NAEW&CF civilian workforce;
  • Provides expert advice to Commanders on issues ranging from strategic human capital planning and development to matters pertaining to individual members;
  • As change manager, identifies opportunities for building on the Organisation’s civilian capacity and proposes transformations aimed at enhancing organisational flexibility, responsiveness and productivity. Major players in the constant reorganisations and changes of the Organisations;
  • Act as primary interface for the workers associations with the head of NATO Body committing the Organisation to courses of actions;
  • Represents the HQ at the Advisory Panel for Administration (AP) and other NATO/ACO Meeting, Working Groups and Conferences;
  • Develops and negotiates LWR employment conditions/policy and employment regulations for LWR personnel employed in Germany in accordance with German administrative and civil law, the NATO Tariff Agreement and the Collective Tariff Agreement II (CTA II);
  • Acts as liaison with Host-nation (DEU) Ministries of Interior, Finance and Defence, Host-nation (DEU) social security, health and labour agencies;
  • Provides functional oversight regarding negotiating local agreements, on behalf of the Force Commander with both the Civilian Staff Association (CSA) and the LWR Works Council;
  • Proposes solutions for handling negotiations, disputes, evolving requirements and changing laws, through the adaptation of existing rules and policies, or the creation of new procedures.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

  • Master’s Degree or equivalent in law, human resources management, business administration, social sciences, or related field, public administration or related discipline and 4 years post related experience;
  • Experience or knowledge in human capital planning and development;
  • Ability to lead negotiations on labour management policies;
  • Ability to advise leadership on achievements, issues, risks and challenges related to HRM;
  • Adequate level of Automatic Data Processing (ADP) systems is essential;
  • The work, both oral and written, in this post and in this Headquarters as a whole is conducted mainly in English. However, Host Nation Language German is mandatory for HR related activities related to Tariff employees. Consequently, candidates must be capable of using the English and German language for academic and advanced-level purposes.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

 

  • Several years of executive experience in national government and/or International Organisations;
  • Experience in resource management and performance measurement in the public sector;
  • Experience in the interpretation of legal aspects related to HR management and the application of Personnel Regulations;
  • Experience in the management of complex projects or programs;
  • Experience in Host Nation labour law legislation and labour relations practices;
  • Experience in the application and interpretation of the General Data Protection Regulation;
  • Intermediate Language Proficiency in Dutch and French, CEFR B1;
  • Experience in the implementation of digital HR services, such as digital time recording, talent acquisition, workforce key performance key indicators, absence management, etc.;
  • NATO Security Clearance “NATO SECRET”.

CONTRACT

 

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter, an indefinite duration contract might be offered.

 

 

SALARY

 

Salary value indicated in this vacancy notice is based on NATO`s Single Salary Spine scale.
