JOB DETAIL

1.         SUMMARY
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General for Intelligence and Security (ASG I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security.
Intelligence is responsible for ensuring the situational awareness of the North Atlantic Council and the Military Committee, for the analysis of the indications and warnings in support of the NATO Crisis Response System and for the development of intelligence policies and capabilities for NATO. Its functional areas address intelligence analysis and production, intelligence policy and capability development. The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civilian and military bodies as well as International Organisations and partner countries. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General.
The incumbent supports the Civilian Intelligence Committee (CIC) through the provisions of the CIC Secretariat. The incumbent is responsible to the Assistant Secretary General for the effective functioning and coordination of the Secretariat of the NATO CIC including providing the requisite intelligence liaison and diplomacy.
2.         QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
  • possess a university degree or equivalent level of qualification, in a field relevant for this position;
  • have at least 5 years’ experience relevant for the position;
  • have experience in international intelligence liaison/diplomacy, intelligence analysis, personnel security procedures and practices and/or information protection in a national security or intelligence service;
  • have experience of committee work in areas relevant for the position;
  • have excellent knowledge of MS Office tools;  
  • be knowledgeable of procedures for meetings and be familiar with the structure, organization and functions of the Alliance;
  • be able to draft clear and concise reports in one of the official languages of the Organization;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and II (“Elementary”) in the other.
Desirable
  • be a currently serving member of her/his national civilian security or intelligence service.
3.         MAIN ACCOUNTABILITIES
Knowledge Management
As Secretary of the NATO CIC, support and promote the meetings of the Committee and its Panels and finalise committee reports on the basis of national contributions. Record the Committee’s proceedings in a timely and accurate manner.
Expertise Development
Keep the Chair of the Committee informed on NATO procedures and practices in relation to meetings and coordinate and deliver committee reports and reviews to the North Atlantic Council (NAC) via the Intelligence Steering Board (ISB) in a timely manner. Keep the ASG informed on developments in and initiatives from the CIC. Provide advice on developments within the NATO CIC to civilian agencies and major NATO Commands.
 
Stakeholder Management
Coordinate liaison with member and partner nation security and intelligence services (civilian and military) with respect to security intelligence issues on behalf of the CIC and the NOS. Represent the division in the ISB Working Level Coordination Group (ISB WLGC) and support the Chair of the CIC as well as the ASG in ISB meetings. Represent NATO at CIC meetings. Represent NATO at other Committees’ meetings as and when required by the ASG.
Planning and Execution
Manage efficiently and address all practical, administrative and logistical aspects of committee work.  Make all necessary arrangements in connection with meetings of those committees.  Track the implementation of committee decisions, report on progress and contribute to the timely execution of policy directives issued by the committee. Perform other related duties as required, such as special projects, and communication within the CIC.
Information Management
Determine processes and procedures for Information Management across the Office. Oversee document and publication management related to the work of assigned committees.  Exchange knowledge and information with colleagues on latest committee news.  Ensure the preparation, processing and issuance of committee documents (reports, agendas, decision sheets and other documents required).  Monitor ongoing work in other relevant committees/bodies for developments that may be of interest to the assigned committees.
Organisational Efficiencies
Ensure committee activities are in line with organisational rules, policies and procedures. Initiate studies and benchmark best practice to seek improvements to existing processes. 
Perform any other related duty as assigned.
4.         INTERRELATIONSHIPS
The incumbent is responsible to the ASG JISD. As Secretary of the NATO CIC s/he assists and works with liaison representatives of the Chairs of the CIC, the CIC Troika as well as nominated CIC Points of Contact at NATO Headquarters. S/he works closely with the policy officers in the division and maintains contacts with officers in the Private Office, Conference and Registry Services and with the national delegations and the International Military Staff (IMS), especially the Military Intelligence Committee’s (MIC) representatives and the MIC secretariat. S/he will also represent the division on other committees as appropriate.

6.         CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years.
Contract clause applicable:
It has been decided that for technical reasons, turnover is required in this post, and therefore, the maximum period of service in this post is six years. Accordingly, the successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
