Climate Finance Associate (Re-advertisement)

The role of this position is to ensure process integrity in program operation and specific program output, fully meeting established institutional policies, standards, and donor requirements across budget execution, procurement and HR processes implementation, monitoring and reporting, and other operational functions of the Readiness Program outcomes. The Climate Finance Associate will report to the Sr. Investment Analyst as the Project Manager of Readiness Program and will work three days per week at the FPA office (GGGI has an office in the NDA). On other days, s/he will be working from the GGGI Jakarta office. S/he should be willing to travel.

PURPOSE

The Associate will support the following tasks:

  • Provide insights and technical advice to Project Manager to help ensure timely delivery of project outputs and project implementation;
  • Assist capacity building activities for multi-stakeholders (government, NGO/CSO, private sector, etc.) and assess the effectiveness of the activities;
  • Support knowledge dissemination workshops and assess the effectiveness of the activities;
  • Support private sector stakeholder engagement activities;
  • Execute operational and administrative services, particularly regarding the procurement of goods and services, to ensure prompt, responsive, accountable, and high-quality support provided to the NDA and the Readiness Program team in Indonesia;
  • Manage and maintain the documentation and databases of both the NDA and readiness project team, ensuring clear references are available for knowledge management purposes;
  • Support the coordination and liaison within the Ministry of Finance, other line ministries, government task force, pool of experts, and other stakeholders including private sector stakeholder for the NDA and the Readiness Program team
  • Take a lead and close support for internal/external events, for example, through the preparation of official letters, event invitations, or other relevant activities;
  • Support in different projects in accordance with his/her expertise.
ENGAGEMENT
  • This position will actively assist and maintain strong relationships with the NDA for the multiple tasks related to the Readiness Program and other NDA-related tasks, on a day-to-day basis.
  • Identify issues and risks that may affect the project, country program and office operation, and update the project risk framework.
  • Advise the GGGI team members on the status of project delivery highlighting issues of procurement and delivery schedule.
  • Collaborate with other units and divisions of GGGI within the Country for problem-solving and seeking opportunities to share lessons learned.

 

DELIVERY

The candidate is expected to deliver the following:

  • Organize meetings, documentation, workshops, and other events with key stakeholders
  • High-quality presentations and other information dissemination products under the supervision of the NDA and the Readiness Program Team
  • Ensure timely delivery of administration, logistics, procurement, and other operational aspects in cooperating with GGGI’s Rules and Regulations
  • Coordinate with other GGGI departments (e.g., Finance and Procurement) to ensure a smooth process and compliance with GGGI’s Rules and Regulations
  • Relationships with stakeholders are maintained well and information is shared
  • Ensure that GGGI’s standards are applied and met accordingly
  • Support the monitoring of the ongoing activities and tasks for reporting purposes
  • Ensure the principles of gender equality and social inclusion are effectively reflected in all relevant activities including in programme reports, workplans, and technical advice provided to NDA
  • Uphold GGGI’s values

 

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in Finance, Economics, Public Policy, International Development, social sciences or commerce or related fields
  • At least 3 years of relevant experience working and being responsible in relevant areas to the post.
  • Familiarity with working with government agencies in Indonesia
  • Familiarity with the processes related to the procurement of goods and services
  • Ability to work effectively with people from diverse cultural and professional backgrounds
  • Excellent English and Indonesian oral and written communication skills, including public speaking

  • Demonstrated capacity to facilitate in-depth, outcome-oriented, stakeholder dialogues experience working with key stakeholders (e.g., development partners, government, NGOs, and private sectors)

WORKING CONDITIONS
  • Climate Finance Associate is an X6 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

  • The chosen candidate is expected to be based in Jakarta, Indonesia and will report directly to the Sr. Investment Analyst (Readiness Project Manager) of the GGGI Indonesia (also based in Jakarta).
  • This is a national position and does not include relocation benefits.
INTRODUCTION and Background

GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Growth Program (GGP, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) and others.

In September 2022, the Fiscal Policy Agency (FPA), Ministry of Finance, started this 3-year GCF Multiyear Readiness and Preparatory Support Program (“the Readiness Program”) to strengthen their role as the National Designated Authority (NDA) of Indonesia for the Green Climate Fund (GCF). The Readiness program is funded by the GCF. It will help the NDA to enhance national actors’ institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Readiness Delivery Partner to implement this Program on “Enhancing Indonesia’s Access to International Climate Finance and Private Sector Investments for Climate Actions”.

Overall, the Readiness Program aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five readiness outcomes:

  1. Direct access applicants and DAEs have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities;
  2. Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities;
  3. Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment;
  4. Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and
  5. An increase in the number of quality project concept notes developed and submitted.
