BACKGROUND

African smallholder farmers are among the most vulnerable to the impacts of climate change while supplying up to 80% of produce for sub- Saharan Africa’s food markets. If no adaptation action is taken, yields of cereal crops could decline by 5-25% over the next decades in the region. Climate-smart agriculture (CSA) provides ways to build farmers’ resilience and adapt to climate change, while sustainably increasing productivity and incomes. However, the financing needed to help them adapt and build resilience is largely missing.

One critical source of climate finance is the Green Climate Fund (GCF). GCF aims to deliver a 50:50 balance between mitigation and adaptation allocations in its portfolio. However, as of October 2021, only 38% of committed funding supports adaptation projects. GCF also aims to significantly increase funding channeled through national and regional accredited entities. Yet, most of GCF funding or 80% is being channeled through international accredited entities. With regards to GCF adaptation portfolio, it is concentrated within a handful of accredited entities and that over 80% of all committed finance for adaptation projects will go to international accredited entities. This is due partly to national and regional entities’ capacity, experience, and network limitations in originating and implementing adaptation projects.

The Global Green Growth Institute (GGGI) with the support of the Bill and Melinda Gates Foundation aims to support NARES institutions on their accreditation application which includes improving their capacity to take on executing role; facilitating the consolidation of climate data and CSA knowledge and sharing amongst NARES to support their proposal development in the long-term. With this consultancy, the GGGI aims to support CORAF through its GCF Direct accreditation process as well as supporting selected Researchers on an upcoming climate smart agriculture knowledge report.

Based in Dakar, Senegal, CORAF is the Council for Agricultural Research and Development for West and Central Africa. CORAF’s mission is to improve livelihoods in West and Central Africa through sustainable increases in agricultural production and productivity as well as promoting competitiveness and markets.

CORAF has just undergone an accreditation gap assessment of its fiduciary, environmental and social safeguards (ESS) and gender policies against GCF standards. From this assessment, an action plan was developed to align these policies to GCF standards and enable the CORAF to achieve GCF Direct Access Entity Accreditation. Consequently, the action plan proposed a clear roadmap for the GCF accreditation application. For this, GGGI is looking for an individual consultant to support CORAF towards its accreditation process.

The consultancy aims to support CORAF in finalizing its GCF accreditation application, assist CORAF and other NARS with their project submissions through call for proposals, and prepare a CSA knowledge report in accordance with GGGI guidelines.

OBJECTIVES OF THE ASSIGNMENT
  • This is a daily-based consulting position that will provide expert climate finance support services to assist CORAF in finalizing its GCF accreditation application, assist CORAF and other NARS with their project submissions through call for proposals, and prepare a CSA knowledge report
  • The consultant will be required to provide technical training to the client to enhance the probability of getting access to the GCF.
  • This consulting assignment would require the outlined deliverables (below) across and within 12 months (approx. 216 days of work) from the starting date of the assignment. The “Scope of Work” section outlines the list of deliverables for this consulting assignment.
  • The consultant is required to interact closely with relevant project members and stakeholders on a regular basis, primarily GGGI Africa Regional Office.
  • A non-disclosure agreement of the data and information obtained and reviewed during this assignment may be required. All data, information, decisions, and discussions held within the scope of this assignment and within GGGI offices are confidential.

The Consultant will provide support to build CORAF’s overall climate finance access institutional capacity including in climate change project development. He or She is expecting to perform the following key activities:

  • Gather and organize relevant documentation for application and draft initial processes.
  • Support the preparation and submission of the GCF accreditation application.
  • Support of Digital Accreditation Platform (DAP) to upload documentation, complete and submit the application.
  • Support CORAF to address comments from the GCF accreditation review panel.
  • Deliverable: CORAF GCF application is submitted
  • Assist in the coordination of Stakeholder Consultation Meetings:
    • Organize and facilitate consultation meetings with key stakeholders, including donors, investors, research centers, and government agencies.
    • Prepare meeting agendas, materials, and reports.
    • Document and disseminate outcomes and action points from the meetings.
    • Assist CORAF and other National Agricultural Research Systems (NARS) with their applications to call for proposals by performing the following activities:
      • Mapping of Donors, Investors, and Call for Proposals :
        • Conduct a comprehensive mapping of donors and investors active in the agriculture sector in Africa.
        • Identify and compile a list of relevant calls for proposals focusing on the agriculture sector in Africa. The list should include all key deadlines for submission
        • Provide detailed profiles and requirements of each donor and investor and
        • Identify all requirements to support the application to call for a proposals.
    • Support CORAF and other NARS in Submitting Projects:
      • Assist agriculture CORAF and other NARS in preparing and submitting high-quality proposals through identified calls for proposals.
      • Provide guidance on aligning project proposals with donor requirements and priorities.
      • Ensure timely submission and follow-up on proposals.
      • Engage with Donors, investors and sponsors of the call for proposals when needed too ensure high quality submissions
      • Support GGGI Africa Regional Office (ARO)Team in Day-to-Day Activities:
        • Provide ongoing support to the ARO team in their daily operations and initiatives.
      • Assist in coordinating and implementing various projects and activities in collaboration with CORAF and other NARS
      • Develop a CSA Knowledge report as per GGGI guidance. The report will be reviewed and cleared by GGGI

Monthly reports should cover all the activities conducted for:

  • Support to build CORAF’s overall climate finance access (DAP application)
  • the coordination of Stakeholder Consultation Meetings
  • Applications to call for proposals
  • Support GGGI Africa Regional Office (ARO)Team
  • CSA Knowledge report

All reports must be in US English, prepared in accordance with GGGI’s formatting requirements, and submitted in electronic format along with complete sets of raw data, research materials, and related information.

EXPERTISE REQUIRED

To effectively conduct the mission described, the service provider would require a combination of expertise, competencies, and qualifications split into following parts:

  • At least 5 years of working experience in climate change relates issues or in development ideally in Africa supporting adaptation and mitigation issues at national or international level; a knowledge of the agriculture sector and climate finance is a plus.
  • Demonstrated experience in having undertaken previous similar assignments.
  • Master’s degree in business administration, economics, finance, political science, international relations, development, or other areas related to green growth.
  • Great exposure to GCF accreditation process application. Having supported an entity/institution through a GCF’s accreditation application.
  • Having provided related consultancy services with GGGI or organizations such as CORAF, ASARECA and other NARS is a plus.
  • Experience in supporting entities in their accreditation to the GCF
  • Excellent analytical and writing skills.
  • Excellent knowledge of English and French both spoken and written.
  • Background in ESS work will be relevant.
  • Experience in supporting institutions in Africa on climate finance issues will be an asset.
  • Experience coordinating successful trainings, workshops, etc that are smoothly run and well-facilitated, equipped with the latest technologies supporting effective interactions among participants.
  • Experience in producing high-quality documentation and designing presentation material.
  • Dedicated experience professional, with result-oriented, pro-active, and creative mindset to solve problems.
  • Excellent communication, presentation, writing, facilitation, organizational and strong client orientation.
  • The position is based in Dakar.;
