CONTEXT

GGGI in collaboration with the Government of Saint Lucia, the NDC Partnership, and the Green Climate Fund is rolling out technical assistance programs to enhance capacities and increase the mobilization of national and international climate finance and private investments for the implementation of the nationally determined contribution (NDC) and low carbon development.

Significant investments and efforts are required for Saint Lucia to adapt to and mitigate climate change. The country has embarked on an ambitious effort to enhance its climate finance ecosystem through the development of a Climate Finance Unit, by diversifying the country´s donor engagement, accessing climate funds and developing new and innovative finance mechanisms to de-risk mitigation and adaptation projects in an attempt to mobilize finance from the private sector. GGGI, in partnership with the NDC Partnership program, will deliver Technical assistance to support institutional strengthening of Saint Lucia’s Climate Change Financing Framework, which will be focused on three primary workstreams: 1) Validate a Climate Public Expenditure Institutional Review Report; 2) Validate and Establish an Institutional arrangement for coordination of Saint Lucia’s climate financing framework, and 3) Roll out the new institutional structure to key stakeholders in Saint Lucia and regionally and internationally to strategic partners to enhance understanding and awareness of Saint Lucia’s National Climate Change Financing Framework. In addition, GGGI will lead a Green Climate Fund (GCF) funded readiness support program to enhance the countries access to the GCF, develop sustainable finance instruments, and mobilize climate finance from both public, private and international financiers.

POSITION SUMMARY

Based in Castries, the Climate Finance Senior Officer (Project Manager) will report to the Caribbean Representative, and will manage and coordinate the GGGI-led NDCP Technical Assistance Project Technical assistance to support institutional strengthening of Saint Lucia’s Climate Change Financing Framework, and the GCF Readiness program. The Senior Officer will take charge of the engagement with government stakeholders, oversee and lead climate finance deliverables, support enhanced capacity development and support related activities in the country.

The Senior Officer will serve as the project manager for climate finance projects in the country. They will work hand in hand with government counterparts, and on a daily basis embedded in government and partner offices which may include the Department of Economic Development, the Department of Finance, and the Organisation of Eastern Caribbean States (OECS) Commission, depending on the project activities and needs. The Senior Officer will work within and coordinate a team of local staff and consultants.

PURPOSE
  • Lead and oversee the delivery of all climate and sustainable finance activities for NDCP and GCF funded projects in close coordination with the NDA, Caribbean representative, Public Finance officer and the rest of the project team.
  • Lead the engagement with the Government of Saint Lucia, the NDCP and the GCF in close coordination with the Caribbean representative
  • Perform program management tasks, including managing and tracking both programmatic and financial progress against delivery and lead operations tasks in coordination with the team including finance, procurement and HR activities
  • Coordinate the project team, project deliverables and ensure project alignment with other projects in the Caribbean portfolio
ENGAGEMENT
  • Lead the establishment of and periodic engagement with the program steering committee
  • Lead the engagement with the NDCP, GCF, government counterparts, and negotiate MOUs with partners, GCF in close coordination with the Caribbean Representative
  • Lead the engagement with potential donors and partners
  • Lead the engagement with candidate direct access entities (DAE), regional and international accredited entities (AEs)
  • Participate in GGGI-wide events to create awareness about GGGI Caribbean Program and activities
  • Engage with financial regulators to influence finance policy development and decision making
  • Represent GGGI Caribbean Program in national, regional and international events as appropriate
  • Lead all validation efforts of the projects with government, donors, and the program steering committee and other key stakeholders as appropriate.
  • Coordinate the engagement with Ministries and institutions to advance climate finance workstreams and activities
DELIVERY
  • Coordinate the technical assistance to the Government of Saint Lucia, local financial institutions and other stakeholders as appropriate to enhance their understanding of and ability to access finance, including to integrate environmental and social standards into their processes, procedures, and instruments where relevant
  • Develop the Climate Public Expenditure Institutional Review and lead related consultations.
  • Lead the Institutional set up and strengthening recommendations that result from the Climate Public Expenditure Institutional Review
  • Deliver capacity building and peer to peer knowledge exchange on climate and sustainable finance
  • Support the establishment of a climate finance unit for the Government of Saint Lucia
  • Design knowledge products related to the climate finance unit
  • Support global, regional and local knowledge sharing and communication product development
  • Ensure donor reports are submitted on time and of high quality, and advance conversations with donors on these reports as relevant
  • Lead the identification, prioritization and selection of project ideas for the development of GCF concept notes and funding proposals
  • Support the development of GCF concept notes
  • Coordinate the organization and delivery of capacity building workshops across all climate and sustainable finance workstreams
REQUIREMENTS
QUALIFICATIONS
  • An advanced degree in Finance, Public Administration, Economics, Sustainable Development, or other relevant field is required. Or
  • A Bachelor’s degree in Economics, Finance, Public Administration, or other related fields in combination with an additional two years of relevant experience may be accepted in lieu of an advanced degree.
  • Preferably 7-9 years of professional experience in climate finance, sustainable finance and/or public finance
  • At least 2 years of working experience outside of home country.
  • Required prior experience with at least one of the following instruments: thematic bonds, green credit/loans, debt for nature/climate swaps or climate-smart PPPs
  • A proven track-record of sourcing, structuring, and closing climate change mitigation and or adaptation investments
  • Strong knowledge of the GCF and other climate financiers including experience delivering readiness support programs and funding proposals
  • Verbal and written fluency in English
  • Prior experience working in Caribbean countries including Saint Lucia is an asset
  • Prior experience working with the Ministry of Finance or the National Designated Authority (NDA) to the GCF of the Government of Saint Lucia or another Caribbean country is a strong asset

WORKING CONDITIONS

The Climate Finance Senior Officer (Project Manager) is an X9, international grade level in GGGI’s salary scale. For X9 International grade, the base salary starts from USD 77,904. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance – equivalent to 20% of the base salary, educational allowance, mobilization allowance and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
