The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in Cluster 4: the Statistics, Information Society and Technology Cluster. The incumbent reports directly to the Executive Secretary.

Responsibilities

Within delegated authority, the Cluster leader of the Statistics, Information Society and Technology Cluster. will be responsible for the following duties:

• Design and implement the substantive work programme of the UNESCWA Statistics, Information Society and Technology Cluster. Direct the activities and manage the resources of the Cluster; provide overall guidance and supervision to substantive methodological and developmental work in statistics and to statistical information service activities.
• Formulate the objective, expected accomplishments and strategic framework of the Statistics, Information Society and Technology Cluster and monitor and evaluate the implementation of the work programme of the Cluster, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Co-ordinate and oversee the preparation of reports for, and contribute to the servicing of, intergovernmental bodies; plan for, organize and service the Committee on Statistics and the Committee on Technology.
• Lead and supervise the organization of technical meetings, seminars and workshops on statistical and information technology issues, manage the activities of regional advisers and promote statistical and information technology training activities with a view to developing national statistical capabilities among member countries and to develop their information technology and e-governance.
• Ensure that programmed activities are carried out in timely fashion, that the outputs produced by the Cluster maintain high-quality standards that reports are clear, objective and based on comprehensive data; provide programmatic/substantive reviews of drafts prepared by others.
• Supervise the formulation, implementation, monitoring, evaluation and reporting of extrabudgetary project assistance in statistics; contribute to extrabudgetary resource mobilization and liaise with donor representatives.
• Promote regional cooperation and contribute to international cooperation in the development of statistical concepts and standards; promote coordination of technical cooperation programmes in statistics in the region; maintain liaison with the United Nations Statistics Division, statistical divisions of other regional commissions, specialized agencies and other intergovernmental organizations on statistical matters; provide programmatic/ substantive expertise on statistical issues and technological issues and hold discussions with representatives of other institutions; represent UNESCWA at the United Nations Statistical Commission, Committee for the Coordination of Statistical Activities, and other international, regional or national statistical meetings.
• Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the Cluster, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (EPAS), and preparation of inputs for results-based budgeting.
• Manage, guide, develop and train staff; Foster teamwork and communication among staff in the Cluster and across organizational boundaries; recruit staff for the Cluster taking due account of geographical and gender balance.
• Provide support and advice on statistical and information technology matters to senior management and participate in policy-related and strategic discussions with the Executive Secretary and other senior staff.

Education

Advanced university degree (Master’s or equivalent) in statistics, economics, demography, information technology, other social sciences or related field is required.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 15 years of progressively responsible experience in statistics, technology, research and innovation at international or national level including 5 years of excellent managerial experience is required.

Experience in policy and technical development in areas of technology, statistical programmes, or research and innovation programme and project planning and analyses, and budgeting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English and Arabic is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified applicants may include one or more assessments which may be followed by a competency-based interview.

Special Notice

This position is temporarily available until 31 December 2023. Extension of the appointment is subject to availability of funds, extension of the mandate, continued need for services, and satisfactory performance.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
