PROJECT BACKGROUND
GGGI has a diverse portfolio of programs in developing countries around the world. Together with global products and services, these in-country programs focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers and building the conditions for public and private green infrastructure investments.
The Global Green Growth Institute in Colombia is implementing the project ‘Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program’, funded by the International Climate Initiative (IKI) of the German government.
This project aims at using Article 6 (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition in Colombia, Pakistan, Thailand and Zambia. The program consists of six work packages, of which two are centrally managed and four are country driven. In the first two, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by an international forum, a high ambition community of practice, that brings together countries and practitioners, who share the common objective of raising ambition through markets. In-country implementation will focus on three areas of work in each of the four countries: 1) Long-term planning, 2) institutional readiness to transact and 3) pilot design and transactions. More than eight A6 pilot programs will be implemented in Colombia, Pakistan, Thailand and Zambia based on a toolbox of innovative guidance and approaches for transformative A6 design.
The project includes a component to pursue a threefold goal: knowledge generation, knowledge dissemination, and knowledge application through the establishment of a Community of Practice (CoP-ASIC). The generation of knowledge will be carried out by graduate students from each of the four partner countries who will research on Article 6 related topics supervised by local academics. Then the developed knowledge will be disseminated in the CoP-ASIC annual meetings. Finally, it is expected the students will be able to apply the knowledge produced in local institutions, private sector companies, or organizations via internships.
In addition, the project is developing a capacity building program on A6 geared towards various stakeholders, in connection with the global components of the project, as well as with the capacity building needs at the national level, including those manifested by the government and other stakeholders, as reflected in the Readiness and Needs Assessment for Article 6 in Colombia.
