JOB DETAIL

Who are we?

The Operational Contract and Grants Section provides expert oversight and support to DRC’s country operations in the management and implementation of the various forms of contracts that fund our work. Within the section the contracts team is a small unit that provides direct and technical support related to the correct and effective operation of commercial contracts, fund management and sub granting to partners.

About the job

Over the last three years, DRC has expanded its work delivering projects through commercial contracts in response to changing donor modalities. DRC has also begun implementation of several complex Fund Management-type grants. The HQ Contracts team therefore requires additional capacity to provide policy guidance, proactive oversight and procedural support to DRC Legal Entities where commercial contracts and Fund Management projects are being or may be implemented.

Commercial Contracts

  • Ensure or QA correct set up of new contracts in Dynamics
  • Provide support to compliance checks on financial management systems and procedures of downstream partners (e.g. core subcontractors and local implementing partners)
  • Review Commercial Contract Internal Budgets against financial data in Dynamics and assess status of financial Key Performance Indicators
  • Support relevant LEs with the development and review of commercially viable and compliant financial proposals
  • Support the maintenance and refinement of DRC’s Standard Operating Procedures (SOPs) for commercial contract delivery and financial management
  • Build DRC’s HQ controllers’ capacity in working with and reviewing commercial contracts

Fund Management

  • Support the monitoring of Fund Management cash flow to ensure compliant and timely donor inflows and grantee outflows
  • Lead in facilitating HQ approval of donor financial reports
  • Support with related project audits, meaning collect all necessary samples, complete the quality file and send the material to the relevant HQ FRISC Audit advisor, if necessary.
  • Lead the development and roll-out of financial management SOPs.
  • Work with Business Process Owners to recommend relevant system changes needed for DRC Dynamics and advocate for their adoption by the governance board.

About you

All employees should master DRC’s core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

Moreover, we also expect the following:

  • At least 5 years’ experience of working within the humanitarian sector preferably with NGOs
  • Understanding of various contract modalities and donors that DRC works with
  • Knowledge and capacity in financial process and procedures – preferably at an oversight level
  • Good interpersonal and intercultural skills with the ability to work with and train people of different capacities and cultures.
  • Experience of ERP software preferably DRC Dynamics
  • Proficient in spoken and written English

Desirable

  • Proficiency in French, Spanish, Arabic or Danish would be an advantage.
  • Experience working with a wide range of civil society actors at local and international level.
