The Office of the Compliance Advisor Ombudsman (CAO) is the independent accountability mechanism for the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), members of the World Bank Group, reporting directly to the IFC and MIGA Boards. CAO’s mandate is to facilitate the resolution of complaints from people affected by IFC and MIGA projects, enhance environmental and social project outcomes, and foster public accountability and learning to enhance IFC’s and MIGA’s performance. CAO operates through three complementary functions: i) dispute resolution: helps resolve environmental and social (E&S) issues raised about IFC/MIGA projects through a neutral, collaborative, problem-solving approach; ii) compliance: carries out reviews of IFC/MIGA compliance with E&S policies, and recommends remedial actions to address non-compliance where appropriate; and iii) advisory: provides advice to IFC/MIGA and the Boards with the purpose of improving the systematic E&S performance of IFC/MIGA.
 
Communication and outreach are integral activities that support CAO’s work and strategic engagement with internal and external stakeholders. CAO’s communications team – comprised of a Head of Communications, a Communications Officer, and a Consultant – is responsible for developing communications and outreach strategies; producing and publishing CAO reports, publications, newsletters, multimedia, and other materials; organizing outreach and training events; handling press inquiries; promoting CAO’s value and thought leadership; and supporting CAO’s effective engagement with complainants, IFC and MIGA staff, the Board, civil society, private sector, the Independent Accountability Mechanisms network, and other institutions. 
 
Roles and Responsibilities
 
CAO is seeking an experienced Communications Analyst based in Washington, D.C. to join a small team focused on E&S accountability and grievance redress in relation to private sector development. The Communications Analyst will report to the Head of Communications and work closely with the Communications Officer and Communications Consultant. The Analyst must have experience in developing and disseminating reports; managing websites and social media; events and outreach; and have a strong background in creative writing and editing. 
 
Specific roles and responsibilities of the Analyst include, but are not limited to, the following:
 
External Reporting, Dissemination & Editorial Support
 
•  Working closely with CAO’s front office, dispute resolution, compliance, and advisory teams, publish monthly data/information reports on CAO’s caseload.
•  Provide cross-office internal communication support to CAO teams on designing, editing, and disseminating reports, publications, presentations, slide decks, and other materials.
•  Provide content editing support for language accuracy and completeness.
Website & Social Media Management 
•  Day-to-day maintenance of CAO’s website and social media platforms, posting new content and case disclosures, and ensuring website is up to date in coordination with the dispute resolution, compliance, and advisory teams; coordinate content posting on relevant blogs and other social media outreach and engagement.
•  Provide editorial support for CAO’s online platforms, adapting content as required for effective online communications.
•  Implement a social media strategy with the objective to increase online content engagement and awareness of CAO.
•  Track and report on website and social media metrics. 
•  Research trends and identify innovative ways to leverage CAO’s digital channels. 
 
Events and Outreach
•  Support CAO internal and external outreach events, including developing background briefs; collating information and presentation materials; and drafting memos/reports summarizing event outcomes. 
•  Support overall event logistics as needed. 
 
Communications Products & Content Development 
•  Collaborate in the creation, publication and launch of multimedia content and promotional materials, including infographics, videos, photo stories, posters, flyers, etc. 
•  Design, edit and disseminate CAO’s quarterly external newsletter. 
•  Draft and edit press releases and track press coverage related to CAO and its casework.
•  Produce CAO’s internal update for staff. 
•  Coordinate with external editors, designers, production and print firms as needed. 
 
Candidates for the Communications Analyst role should have the following skills:
•  Excellent communicator with strong attention to detail.
•  Fluency in written English is essential, and ability to work in other languages is preferable.
•  Excellent editing and writing skills.
•  Research experience is an asset.
•  Sensitivity and clarity in writing, communication, and other inter-personal skills.
•  Experience working with different communications platforms, including website and social media management, together with email marketing platforms.
•  Experience providing cross-support and coordinating across different teams in the production of projects.
•  Ability to be self-motivated in reaching short deadlines, flexible, and ability to multitask.
•  Interest in international development, particularly E&S sustainability, accountability and grievance redress, community development, stakeholder engagement, business and human rights, and civil society relations.

 

Selection Criteria

 

•  Bachelor’s degree (or equivalent) in Communications, Journalism, Political Science, International Relations, Public Affairs, Marketing, Business/Finance with 3 or more years’ experience in corporate communications, international relations, public affairs, political science, or other related field, or equivalent combination of education and experience. 
•  Excellent verbal and written communications skills in English, ability to convey complex messages succinctly and diplomatically. 
•  Strong writing skills; with minimum supervision able to prepare and edit communication products and develop drafts of complex materials in a clear, concise, and accessible style for print and digital circulation.
•  Proficient in MS Office; experience working with design software (e.g. Photoshop, InDesign), website content management systems (Drupal, etc), and marketing platforms (e.g. MailChimp).
•  Experience in drafting engaging social media posts in English and producing multimedia content, including technical knowledge of using tools like Canva, Photoshop or other similar tools.
•  Understanding of digital media strategies.
•  Familiarity with latest trends and innovative approaches to social media messaging and engagement.
•  Proven ability to work independently; use good judgment and be proactive; excellent attention to detail; and good time management skills and organizational skills.
