Kiribati is a founding member of the Global Green Growth Institute (GGGI). Together the Government of Kiribati and GGGI have been working to address targeted needs in green-growth, climate adaptation and mitigation and sustainable, low-carbon, development. GGGI seeks to complement the Government objective of the Kiribati National Vision 2016-2036 and works across a number of sectors in Kiribati including climate-smart agriculture, lowering greenhouse gas emissions, green-preneurship and green business development, climate finance absorption and climate finance network.
The Government of Kiribati acknowledges climate change as a national priority. The Office of the President leads on climate matters through the Climate Change Division. The Climate Finance Division of the Ministry of Finance and Economic Development (MFED) is the national designated authority (NDA) for climate finance from the Green Climate Fund (GCF) and Adaptation Fund.
The NDA, in collaboration with GGGI as the Delivery Partner, sought Readiness funding from the GCF that aims to implement the following climate priorities to improve Kiribati’s capacity to access climate finance and successfully engage with the Green Climate Fund through the project pipeline. To achieve this, the Readiness grant will focus on the following objectives:
- Build and strengthen human, technical and institutional capacity within the NDA Office and across government, private sector and civil society organisations to undertake climate mandates,
- Strengthen and ensure the effectiveness of the internal coordination and communication mechanisms across ministries and stakeholder groups to reduce duplication, improve climate planning and programming and successfully move projects through the pipeline,
- Develop and implement climate finance-related strategies and plans including no objection procedures, and the Country Programme,
- Support the Ministry of Finance and Economic Development (MFED) to strengthen its policies and procedures, including their implementation, for the GCF FMCA re-accreditation, ensuring a strong and viable national delivery partner.
The CFD hosts the GCF Readiness Project Management Unit (PMU). The CFD Director coordinates with the GGGI, as the Delivery Partner for this GCF Readiness 2 Project, as well as other key stakeholders.
This GCF Readiness 2 Project is funded by the Green Climate Fund for a two-year duration to March 2026.
POSITION SUMMARY
The Communication Associate (CA) will be based in Tarawa, Kiribati, embedded in the Climate Finance Division (CFD), in the Ministry of Finance and Economic Development. Throughout the implementation of the GCF Readiness 2 Project, the Communication Associate will work alongside the Director of the CFD and the Project Management Unit (PMU), to develop and implement the Climate Finance Division Communication Strategy.
PURPOSE
The Communication Associate (CA) will produce and disseminate awareness materials to stakeholders. The CA will be responsible for, but not limited to:
- Supporting the development and implementation of communication strategies by covering project events (in English and i-Kiribati), such as workshops, assessments, training sessions, official visits, and other milestones.
- Coordinating key partners and stakeholders in alignment with the CFD’s Communication Strategy.
- Raising awareness about climate finance for Kiribati to various audiences..
- Building strong relationships with project stakeholders and media through interviews and press releases.
ENGAGEMENT
The CA will work alongside GGGI staff, CFD, MFED, and other key partners in the Kiribati GCF Readiness 2 Project. The CA assist with the coordination and implementation of the Readiness 2 components. S/he will also work closely with GGGI HQ Communications and Knowledge Sharing Unit, and the Regional Communications Officer to facilitate the country’s outreach and communications and knowledge-sharing activities.
DELIVERY
The CA will be expected to:
- Support the development and delivery of CFD’s Communication Strategy and other knowledge sharing plans as appropriate.
- Lead on producing and disseminating awareness raising materials including high-quality audience-centric communication and knowledge products through editing, design, and translation, ensuring consistent dissemination to various audiences.
- Seek opportunities to raise the profile of the climate finance work undertaken by MFED with other Ministries, stakeholders and through various modes of communication available in Kiribati
- Generate compelling content, including press releases, articles, blog posts, social media posts, newsletters, impact stories, videos, and web content.
- Ensure that all communication and knowledge sharing initiatives adhere to Government of Kiribati and GGGI’s policies and guidelines.
- Translate communication products from English to i-Kiribati.
- Build relationships and networks with stakeholders in government, the private sector, the media, civil society organizations, and communities to inform them of Readiness updates and climate finance initiatives.
- Assist in the preparation of briefings, speeches, drafting of meeting agendas and minutes, preparing responses to request for interviews for the NDA/CFD Offices.
- Support coverage of missions and milestones achieved in the Readiness 2 Project
- Assist with progress reporting to GGGI as the Delivery Partner, as well as to the NDA and GCF, and ensure that requirements for GCF Project Stories are fulfilled.
- Uphold GGGI’s commitment to gender and social inclusion in all communication and knowledge sharing initiatives.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in communications, journalism, public administration, or related fields. Postgraduate studies are an advantage.
- Strong background and experience in various forms and modes of communication, including print media, electronic media, social media, radio, web page development and management. Preferably at least one to three years of relevant experience.
- Demonstrated experience in preparing speeches, awareness materials, media releases, briefings, reports, radio programs,
- Experience in organizing and supporting the facilitation of trainings, meetings and workshops,
- Strong background and knowledge of emerging issues and challenges for Kiribati, particularly on climate change.
- Good background knowledge in dealing and maintaining relationships with stakeholders at various levels, including senior government officials (Ministers, Secretaries), development partners, multi-lateral agencies and climate funds as well as sub-national stakeholders, civil society and communities, is an advantage
- Knowledge of both written and spoken I-Kiribati is an advantage.
- This is a national position; nationals of I-Kiribati and extensive knowledge of Kiribati is an advantage.
- Proficient expertise in use of social media platforms (Twitter, Facebook, LinkedIn, Instagram, other)
- Proficiency with systems like WordPress, Adobe Suite, applications such as Photoshop and Illustrator, InDesign, other communication tools and technologies is a must.
- Proficiency in Word, Excel, Outlook, MS Teams, PowerPoint software and online tools (e.g. SharePpint etc.) is necessary.

- A clear communicator (in both written and oral forms) and good facilitation skills.
- Anticipate media and communication opportunities and provide necessary technical and content-based support.

WORKING CONDITIONS
- Determination of base salary is subject to candidate’s experience, academic background and internal equity.
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
