Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

 

Main Purpose

Under the guidance of the Communication Adviser (TC), the consultant will review and update the health outreach module of the TC communication framework and put in place a systematic approach to topic coverage and communication impact monitoring.  The consultant will strengthen outreach related to the IAEA’s technical cooperation programme activities in the field of health, with a particular focus on the Programme of Action for Cancer Therapy and Rays of Hope. The consultant will establish and test the implementation of an action plan with key actions and outputs leading up to the IAEA General Conference and World Cancer Day 2024.

Functions / Key Results Expected

• Review and update the health module of the TC communication framework for the TC Department.
• Establish a systematic approach for the implementation of the module, with an action plan that covers events, communication products and social media posts.
• Test implementation of the module action plan, monitor effectiveness and adjust as necessary. Provide advice and support to relevant TC staff in the implementation of this module.
• Design and produce communication and outreach material aimed at supporting TC health and cancer activities and the work of PACT (such as success stories and best practices) for distribution at the General Conference, events related to Rays of Hope, and World Cancer Day 2024.
• Organize and support outreach activities during the period of the consultancy, such as side events, exhibitions, donor briefings and presentations or joint donor events with WHO in cooperation with relevant internal stakeholders.
• Work with TC and PACT staff as required to facilitate targeted, professional outreach and communication in the field of health and cancer.
• Support the Communication Adviser (TC) to ensure that other outreach and communication needs of the TC Department and programme are met as required.
• Establish and implement systematic, regular and transparent reporting on all communication activities and results.

Outputs/Deliverables:
o Updated health/PACT module of the TC communication framework
o Action plan for updated health/PACT module
o Monitor and adjusted action plan following test implementation
o Prepare relevant necessary outreach products to support engagement and outreach related to health and cancer at the IAEA General Conference, World Cancer Day 2024, and other relevant events/days.
o Systematic monitoring of health/PACT outreach.

Qualifications and Experience

  •    Bachelor’s Degree – First level University degree in communications, journalism, public or foreign relations, science, or another field.

• Minimum of five years of working experience in communication and technical writing, preferably with strong international experience.
• Excellent command of written and spoken English. Knowledge of at least one other official IAEA language (i.e. Arabic, Chinese, French, Russian, or Spanish) highly desirable.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 350, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
