In this context, the Communications Analyst, under the guidance and direct supervision of the Resident Representative, plays a pivotal role in implementing UNDP’s corporate communications strategy. The incumbent leads the design, management, and execution of the Country Office’s communication strategies, shaping the sustainable development agenda, strengthening public and media outreach, and mobilizing political and financial support for UNDP’s initiatives.
The Communications Analyst collaborates closely with the UNDP Regional Communications Adviser, the Country Office’s Programme and Operations teams, other UN agencies, the UN Joint Communications Team, and UNDP’s Global and Regional Communications Groups to effectively implement the UNDP communication strategy. The Communications Analyst regularly works with international, national, and local media, multilateral and bilateral donors and civil society to successfully implement the UNDP’s Partnership and Communication Plan (PCAP).
Duties and Responsibilities
Under direct supervision of the Resident Representative in the UNDP Office in Montenegro, the incumbent will carry out the following duties:
Support planning, formulation, and implementation of internal and external communications and advocacy strategies and business development:
- Conduct communications needs assessments for the Country Office (country programme, portfolio, projects, corporate change initiatives, etc.), Analyze requirements and synthesize proposals for elaboration of the Country Office’s communications and outreach strategy based on corporate strategic priorities and the UNDP Partnership and Communications strategy and Action Plan (PCAP);
- Lead the development, promotion, and dissemination of UNDP campaigns and advocacy initiatives, ensuring visibility through national media, public information efforts, and high-profile events such as conferences, roundtables, press conferences, and UNDP’s products launches. Organization and implementation of joint UN information campaigns (UN Days, etc.);
- Develop/produce communication and advocacy instruments and materials for marketing and awareness-raising campaigns, including briefing materials and media materials that amplify UNDP’s programme results and positioning on selected substantive issues;
- Review of reference materials and identification of reference materials for retention;
- Maintenance of information database and photo and video library;
- Support the Country Office and programme/project personnel in effectively mainstreaming gender equality throughout the programme/project cycle, and ensure that communications products and PR documents are prepared using gender-sensitive language;
- Support the CO in maintaining high standard in communications with human rights and gender equality-based approach.
Support UNDP CO strategic communication:
- Support and assist the Resident Representative with strategic communication and advocacy, providing guidance on media outreach, content development, and public information campaigns while ensuring the effective distribution of corporate materials, donor communications, and contextual analysis;
- Provide regular advice to the Resident Representative on the country’s relevant political, administrative, and institutional contexts;
- Promote and disseminate corporate advocacy materials for launching flagship initiatives and publications;
- Promote and maintain public information campaigns on issues, including UNDP activities, Agenda 2030, SDGs, and the UN Reform, under the supervision of the Resident Representative;
- Prepare and distribute newsletters, donor reports, and materials for public awareness, as appropriate, to support CO in programme and project initiatives.
Supervision of the design and maintenance of the UNDP website and social media networks, intranet, CO web-based knowledge management system:
- Oversee the Communications Assistant’s management of digital media, content creation, and online engagement, ensuring alignment with UNDP Montenegro’s communications strategy while enhancing visibility, audience engagement, and the impact of key initiatives;
- Manage the development of the content for the websites and social media networks, ensuring consistency of the materials and compliance with UNDP communications strategies and corporate requirements, and ensures contribution from the respective CO teams;
- Oversight of the UNDP Montenegro website and social media networks and channel queries and comments to the appropriate UNDP country office counterpart on a timely basis.
Facilitate knowledge-building and knowledge sharing:
- Identification and synthesis of best practices and lessons learned directly linked to the Country Programme’s goals and activities;
- Contributions to knowledge networks and communities of practice, including corporate communications repositories;
- Support provision of training for UNDP staff on gender responsive internal and external communications for development.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Country Office and the Organization.
Institutional Arrangement
The Communications Analyst will be responsible for providing daily support to the Resident Representative, Deputy Resident Representative, Team Leaders, and Programme personnel in ensuring effective and sustainable communications. The incumbent will be based in the UNDP Montenegro Office in Podgorica. S/he works in close collaboration with the Country Office Programme and Operations teams, staff of other UN Agencies and members of the UN Joint Communication Team, ensuring successful UNDP communications strategy implementation.
The Communications Analyst works under the direct supervision of the Resident Representative and directly supervises the Communications Assistant (NPSA5).

Required Skills and Experience
Education:
- Master’s Degree in Media Relations, Journalism, Communications or other relevant field is required, or;
- Bachelor’s Degree in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s Degree are required to have a minimum of two (2) years of relevant professional experience in public relations, communications or advocacy at the national or international level.
Required Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
Desired Skills:
- Experience in delivering strategic communications services to promote different activities for a development organization, preferably UN and UNDP;
- Experience in drafting communications content (articles, blogs, human interest stories, social media content, etc.) in both English and Montenegrin languages;
- Experience in producing communications materials for print and online media;
- Experience in handling of web-based management systems and social media;
- Experience in design and implementation of comprehensive advocacy campaigns;
- Experience in producing web content and high-quality videos and photos;
- Experience with Montenegrin and English language editing.
Required Languages:
- Fluency in English and Montenegrin is required.
