Duties and Responsibilities
Background: The intergovernmental structure of ESCWA comprises the Ministerial Session, the Executive Committee and nine subsidiary bodies. It is designed to ensure that member States have a central role in shaping the Organization’s work and policies, reflecting a collaborative approach to addressing regional challenges and advancing development goals in the region. The Committee on Transport and Logistics is one of the Commission’s nine subsidiary bodies, which was established in accordance with resolution 213 (XIX) of 7 May 1997 endorsed by Economic and Social Council resolution 1997/11 of 18 July 1997. It is a platform to deepen regional integration and facilitate the flow of goods and passengers among countries and subregions. It identifies priorities for the ESCWA secretariat and member States in the field of transport and logistics, monitors global and regional developments and progress in the field; and ensures that Arab countries are active on the global level. Moreover, the Committee on Transport and Logistics is one of two intergovernmental bodies of ESCWA that meet annually which increases pressure on the secretariat to service it. ESCWA is recruiting a consultant to support the Secretary of the Commission in enhancing the intergovernmental workings of the Committee, following up on implementation of recommendations made by the Committee, and providing support to member States for that purpose. Duties and Responsibilities: Under the overall supervision of the Secretary of the Commission, the Consultant will be responsible for the following activities: • Offer technical support for the 25th Session of the Committee on Transport and Logistics, servicing and reporting. • Engage with stakeholders to facilitate Committee proceedings. • Ensure that Committee outcomes improve the intergovernmental process. • Provide programmatic and substantive expertise in the areas of transport and logistics. • Represent the ESCWA secretariat at international, regional, and inter-agency meetings related to the workings of the Committee, as deemed appropriate. Outputs/Works Assignments Support the organization and holding of, and reporting on, the 25th Session of the Committee on Transport & Logistics. Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in transport policies and planning, or in transport engineering, is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of twenty years of experience in transport policymaking and policy advice is required. Solid understanding of intergovernmental processes and international cooperation is required. Previous experience in working with United Nations member States and stakeholders is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Knowledge of French is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
