PROJECT BACKGROUND

The Global Green Growth Institute (GGGI), based in Seoul, Korea, is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

GGGI and the Government of Luxemburg have formalized a collaboration for the establishment of a Global Trust Fund (GTF) on Sustainable Finance Instruments: Scaling up Thematic Bond Markets in Developing Countries offering a novel approach to closing the development financing gap by leveraging the capital market’s potential to promote climate change mitigation and adaptation by setting in place policy incentives and de-risking measures to direct bond proceeds towards low carbon resilient projects and initiatives. With an estimated global capitalization of USD 129.3 trillion3, the bond market represents the main source of capital for sovereign governments and public and private financial institutions. Shifting only 2.8% of global issuances towards development financing gaps of developing countries would be sufficient to fill the NDC and SDG USD 3.7 trillion gap.

During the coming 4 years, GGGI’s technical assistance will strengthen the national green finance ecosystem of 10 developing countries through the development of policy frameworks across 6 countries and training of 400 private and public sector sustainable finance experts. GGGI will deliver pre- and post-issuance and credit enhancement support to up to 15 potential issuers, leading to an expected 10 thematic bond issuances raising USD 2 billion earmarked to NDC targets. The program’s direct capital mobilization will contribute to the avoidance of 130 million tCO2 emissions, enhance the climate change resilience of 2 million beneficiaries, and create 400,000 green jobs.

GGGI seeks to hire a Communication Consultant to support knowledge management, outreach activities and documentation to develop Global Trust Fund communication material and presentation, organize social media-based webinars, and operationalize and maintain Global Green Knowledge Platform (GGKP) providing free and ready access to the program’s deliverables and products to interest third parties.

OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to support communication and outreach activities of Global Trust Fund on Sustainable Finance Instruments. Through this assignment, the consultant will handle GGGI’s communication which includes developing GTF project brochures, handling social media accounts in collaboration with the knowledge products, outreach materials, managing events and workshops and other related jobs.

The Consultant is expected to adhere to the branding and marking standards of donors as well as GGGI’s internal communication policies. This position is remote based and reports to the Program Manager, Global Trust Fund on Sustainable Finance Instruments and works closely with the Sustainable Finance Officers from each region and other team members.

DELIVERABLES

This assignment is to be completed within [6 months]. Candidates who can join immediately will be preferred. All deliverables will be in English. The Consultant shall consider the comments and necessary revisions proposed.

The consultant will have access to GGGI resources that can be used in preparing the deliverables. The methodology and process of arriving at each of the deliverables will be discussed and finalized in detail with the reporting officer.

The products will be delivered under the operational requirements of the Global Trust Fund Program fully meeting GGGI policies, standards and donor requirements and other operational and office functions. The Communications Consultant will maintain high quality standards in all communications deliveries to be carried out effectively and will troubleshoot when needed to support a smooth overall development of the strategic communications plan. The Consultant will implement the rules, guidelines, entitlements and provide solutions to the Global Trust Program related to communications and promote a relation-oriented approach consistent with GGGI rules and regulations.

Under the supervision of the Program Manager, Global Trust Fund, foreseen activities can include, but are not limited to, the following scope of work:

• Functional – Media and Publications

– Support Global Trust Fund events by designing and editing covering the following: photographic record, social media posts, video coverage with short interviews and video-capsules, recording of conferences, design of event materials such as invitations, banners, speakers resume, evaluation templates, newsletters, among others.

– Create and design innovative content (infographics, etc.) for social media based on given guidelines to support specific activities or campaigns within the given strategic communications plan.

– Participate actively in content planning for our digital platforms and offer ideas to improve our social media metrics. Support the preparation and execution of social media plans and campaigns.

– Schedule social media posts according to the social media content calendar.

– Organize webinars (via social media and YouTube) for regulators, issuers and Government of Luxemburg’s representatives to share their experience and recommendations.

– Assist in the coverage of live and online events by taking photographs, recording interviews, or posting content on our social media channels.

– Support in keeping Facebook, Twitter, GGGI’s website and any other outlet media up to date and with relevant information.

• Functional – Knowledge Management Platform

– Operationalize and maintain a program page on the Global Green Knowledge Platform (GGKP) providing free and ready access to the program’s deliverables and products to interest third parties, together with the help of Sustainable Finance Officers.

– Help disseminate a capacity needs assessment questionnaire to identify capacity gaps of target actors across countries concerned.

– Monitor and record the analytics of social media and other digital communication outlets.

– Assist with the design of communication pieces for both internal and external parties.

– All other activities related to the current contract.

EXPERTISE REQUIRED
  • A minimum educational qualification of bachelor’s degree in communications, Journalism, Marketing, Advertising, International Relations, Sustainability, or related fields.
  • At least two years of professional experience in preparing communication material such as brochures, banners, animation, webpage designing and social media management and mainstream media engagement.
  • Professional interest in green growth, sustainability or climate change is desirable.
  • Experience and proficiency with common social media platforms (Twitter, Facebook, LinkedIn, Instagram and others).
  • Experience with Adobe Suite applications such as Creative Cloud, Photoshop, or Illustrator is desirable and/or other graphic design software and applications.
  • Experience in the use of Content Management Systems (WordPress or SquareSpace) is a plus.
  • Video editing/production skills or experience is a plus.
  • Detailed oriented and ability to produce quality knowledge products with little supervision.
  • Strong oral and written communication skills in English.
