Result of Service

The consultant will perform the following specific tasks:

Advocacy and Communications delivery strategies

The consultant will support enhanced advocacy, communications and awareness of STRIVE Juvenile objectives, key messaging and achievements through the following actions:

• Review/ create existing strategies and tools (including Communication and Visibility Plans, Social Media Strategies; Communications Strategies, toolkits, other related support documents, etc.).
• Support ongoing activities to strengthen STRIVE Juvenile as a brand in the three target countries and at the global level.
• Conceptualize, design, execute and monitor the overall public information strategy and assess its effectiveness while making adjustments in approach and technique to maximize its impact.
• Support the project implementation by providing input to national workplans on communication and outreach strategies and contributes to the development of awareness raising and advocacy strategies in beneficiary countries as necessary and by identifying opportunities to raise awareness on the topic in the three countries and globally.
• Provide advice to managers, senior officers and other staff on a range of public information and public relations challenges, methods, and approaches as well as anticipate and resolve communications/public relations issues/challenges.
• As part of the Knowledge and Information Sharing Team, in close cooperation with the Coordinator of the Global Programme to END VAC, the Project Leader of STRIVE Juvenile Project, and the Knowledge Management Expert, contribute to the creation of information sharing mechanisms within the STRIVE Juvenile Team.
• Develop strategic partnerships with key constituencies to elicit support for and maximize the impact of promotional objectives; supports promotion of project objectives and achievements with communications and advocacy with media organizations, civil society and other partners.

Communications products:
In line with the above strategies, the consultant will support implementation of project activities, promotion of project objectives, key messaging and achievements, through:

• Provision of timely editorial direction, guidance, research to the development and production of flagship communication and advocacy content products (including social media, editorial content, webpage management, brochure, press kit, web stories, presentation, ad hoc publications/ documents). This work will include layout and design, content production and/or editing, publishing coordination, marketing and dissemination strategy.
• Ensure coordinated and strategic planning of key communication materials as part of a broader content strategy and actively seek to improve communication tools and/or services.

Campaigns/public prevention campaigns:

• Develop high profile media and multi-media communications campaigns.
• Support awareness raising campaigns for STRIVE Juvenile on the national levels, providing guidance and oversight to on-going activities.
• Establish quality and production standards for information dissemination related to STRIVE Juvenile.

Media:

• Manages social media channels and provides regular content to update social media in line with project communication strategies and UNODC regulations.
• Takes the lead in organising media outreach; arranges all media contacts, press briefings, and interviews; provides talking points and other materials as needed for senior staff; responds to media inquiries quickly and effectively.
• Monitors media in the three countries and prepares media reports following key STRIVE events.

Web products:

• Implementation and regular updating of layout design, editing and proofreading of the webpages for the STRIVE Juvenile Project.
• Regularly updates the Global Programme to END VAC and the STRIVE Juvenile websites to appropriately reflect the implementation and achievements of the STRIVE Juvenile Component.
• Conceptualisation, design and content of visual online materials including infographics, web stories, video, webdoc to support the online and communication strategy of STRIVE Juvenile. Work Location

Duties and Responsibilities

The purpose of the assignment is to manage the delivery of the STRIVE Juvenile’s Communications and Visibility Plan in consultation with the EU and UNODC’s Advocacy Section. The role will include training of national staff and the project team on communications and media engagement, the development of key communication tools and messages and campaigns to raise awareness on children associated with terrorist and violent extremist groups in 3 beneficiary countries of STRIVE Juvenile. Key to the role will be engaging with the media with the view of increasing awareness and visibility of the project and its activities.

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in communications, public relations, international relations, administration, development studies or social sciences is required. A first level university degree in similar fields in combination with two additional years of qualifying experience in communications, public relations, research, or related area, may be accepted in lieu of the advanced university degree.
At least 5 years of experience in the area of international communications is required.
Knowledge of the latest communications applications and software programmes to aid professional content development, editing and design is required.
Strong track record in developing and executing comprehensive communication strategies is required.
Experience in working on public information, communications or advocacy is highly desirable.
Work experience on public advocacy strategies and communications related to violence against children, child protection, justice for children is desirable.
Experience working for the United Nations or other international organizations is desirable.
Experience and proven network with the international media is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communication skills is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
