Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the GCI and Network Operations Unit, Operations Section of the International Data Centre Division (IDC).

Reporting Lines

Under the supervision of the Head, GCI and Network Operations Unit, to:

Duties and Responsibilities

  1. Oversee the day-to-day operations of the Internal and Global Communications Networks.
  2. Coordinate the programme activities and communications with contractors on matters including Network Management Systems (NMS), and the preparation of all types of reports and reviews related thereto.
  3. Act as the focal point for the programme activities and communications with the International Monitoring Systems Division (IMS) and organizational units on operational matters, such as outage notification, remote network incident troubleshooting and support to IMS stations, and analysis configuration changes.
  4. Provide support to end-users, document actions taken, resolve issues by responding through trouble tickets assigned to the Unit.
  5. Support network performance tracking and daily operations using network monitoring skills and telecommunication metrics.
  6. Contribute to the selection of optimal communications systems for remote sites operations including but not limited to terrestrial circuits, internet, and satellite communication systems.
  7. Support the power budget estimation and selection of the optimal combination of communication hardware and technology to connect remote IMS stations securely to the International Data Center.
  8. Develop and/or audit procedures for the operation and maintenance of the GCI network.
  9. Develop metrics and reports assessing the quality of the GCI network for meetings with member states representatives.
  10. Develop and conduct presentations to delegations and States Signatories, as well as technical training classes.
  11. Participate in procurement processes, including drafting Terms of Reference for service acquisition, conducting technical evaluations of bids, writing service delivery reports, and validating invoices upon service completion.
  12. Contribute to the development of the Unit’s procurement plan and support its tracking to ensure a timely and effective implementation.
  13. Contribute to the coordination and management of IT & Telecommunication projects related to the local and wide area networks as well as to the definition of interfaces with other external services or systems.
  14. Perform other duties as assigned.

Education

  • University degree in computer science, electronics or telecommunications engineering or a related field.

Work Experience and Qualifications

  • At least five (5) years of relevant working experience with network design, data communication protocols and in the procurement, installation and operation of communications equipment, preferably including Cisco routers and switches, VSAT satellite communications equipment, TCP/IP and Ethernet.
  • At least one current standard certification from the relevant industry, such as CCNP Routing and Switching, Network+ or any other relevant.
  • Experience in communication systems selection, sizing and support including but not limited to Global System of Mobile Communication (GSM), MPLS, Mobile satellite service BGAN, fixed satellite systems GEO, MEO and Low orbit satellites (LEO) is required.
  • Experience in monitoring network equipment and telecommunication systems performance as well as providing remote support is essential. Previous experience using ticketing systems such as JIRA is desirable.
  • A good understanding of IT security including establishing virtual private networking (VPN) using hardware or cloud systems is an asset.
  • Good understanding of uninterruptible power systems and alternative power solution conception to support remote communication systems.
  • Experience in IT project management with certification such as Prince2, Scrum Master or any other similar certification is desirable.
  • Proficiency in the advanced use of Microsoft Office and other computer applications tools is required.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian, Spanish) is desirable.
